APAQWW 6MPf 1nC.u.cO1n4T 19ApaP77ON7 OF R�so. aoo�- i8as MOORPARK CITY COUNCIL AGENDA REPORT The Honorable City Council Steven Kueny, City Manager �l March 14, 2001 (CC Meeting of March 21, 2001) Consider Appropriation of General Funds for Preservation of Open Space DISCUSSION: It has been a long- standing community goal to preserve open space both within the City and its Area of Interest. Preservation of the Tierra Rejada Greenbelt area has been the focus of much of the discussion. One of the City Council's adopted objectives is to "Develop options to enhance open space and greenbelt areas for consideration by the City Council." It appears that the public generally supports the retention of existing open space in its present condition. Lighted golf courses, driving ranges, commercial equestrian facilities, and outdoor storage of industrial equipment are not seen as consistent with the preservation of open space. The City Council previously appropriated $6,000.00 for professional services to assist the City in seeking potential grant funding. The ongoing efforts coordinated by Mayor Hunter will require the cooperation of Simi Valley, Thousand Oaks, and the County of Ventura to subsequently secure grant funding. In preparation of future potential action to preserve open space, staff needs to develop information about potential allowed uses, current zoning limitations, and cost estimates for acquisition of either fee title, development rights, or conservation easements for land that could be maintained for agricultural or other open space purposes. It is important to have this information about costs so that grant funding, if available, could be sought. It The Honorable City Council Agenda Report Re: Funding for Preservation of Open Space Page 2 March 14, 2001 (CC Meeting of March 21, 2001) is recommended that $50,000.00 be appropriated for the purpose of obtaining this information. This would fund professional services to develop information about various forms of acquisition and related costs. The funds can be appropriated from either the General Fund Reserve or alternatively the Endowment Trust Fund. In establishing the Endowment Trust Fund, one of the stated purposes was "...projects determined to provide communitywide benefit." It is recommended that the funds be appropriated from the General Fund Reserve. STAFF RECOMMENDATION: (ROLL CALL VOTE REQUIRED) Adopt Resolution No. 2001- appropriating $50,000.00 from the General Fund Reserve for open space preservation efforts as described in the staff report. SK:db Attachment: Draft Resolution No. 2001- M: \ccagenda \Agnda Rpt- Funding to Preserve Open Space 03 2001 RESOLUTION 2001- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2000/2001 ADOPTED OPERATING BUDGET FOR COSTS RELATED TO THE ACQUISITION OF OPEN SPACE WHEREAS, on June 21, 2000, the City Council adopted the operating budget for fiscal year 2000/2001; and WHEREAS, the City Council now wishes to appropriate additional funds from the General Fund Reserve in the amount of $50,000 for costs related to the acquisition of open space. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment as described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
