She served as the City's first Mayor after incorporation in 1983 and was previously involved in numerous community activities. DISCUSSION: After this action was taken, it was pointed out that Gisler Avenue was a dedicated but unbuilt street right of way (ROW) extending from Los Angeles Avenue to the northern boundary of Poindexter Park adjacent to Chaparral School. The ROW was abandoned and became part of the Mission Bell Plaza commercial development and Poindexter Park. The concept of extending such a street from Los Angeles Avenue to Poindexter Avenue (and even as an overpass across Poindexter Avenue and into Specific Plan No. 1) was rejected by the City in the late 1980's. Much of the property in the area described above, including Tract 5161 (known in the community as Gisler Field) was owned by the Gisler family. There was some sentiment that the Gisler name should be used for the subject street. Even Mrs. Leta Yancy Sutton said she felt her long -time friends from the Gisler family should have the family name remain on the street in that vicinity. The Honorable City Council Staff Report, Re: Street Names Page 2 March 14, 2001 (CC Meeting of March 21, 2001) I am proposing that the subject street in Tract 5161 be named Gisler Avenue and that Liberty Bell Road be renamed Leta Yancy Road. She was a proponent of the Villa Campesina project, development of the Community Park (since named Arroyo Vista Community Park) and siting of the pedestrian bridge across the Arroyo Simi when she served on the City Council, so there is a connection to the street that provides access to both the houses and the pedestrian bridge leading to the City's community park. Leta Yancy Sutton has been advised of this recommendation and would not object to the redesignation. There are six homes (the two directly north of Unidos Avenue are for sale and would be demolished for commercial development in the future) that would be affected by this action. The owners of the fronting properties have been advised of this agenda item. Staff recommends the change to the street names as described in this report. STAFF RECOMMENDATION: Direct staff to proceed with the necessary steps to change Liberty Bell Road to Leta Yancy Road and the northsouth street in Tract 5161 to Gisler Avenue.
