Gilbert, Director of Public Works DATE: March 9, 2001 (Council Meeting 3- 21 -01) SUBJECT: Consider Bids the Widening of the South Side of Los Angeles Avenue East of Liberty Bell Road T1T.gMT.R .q Tr)M A. Background Approximately three years ago Caltrans relocated its maintenance facility from a site on the south side of Los Angeles Avenue east of Liberty Bell Road, to a new site on Fitch Avenue. The old site is vacant. There are no immediate plans by Caltrans to market and /or develop the site. Full -width street improvements have not yet been constructed along the frontage of the "old" Caltrans Yard. In that full - width improvements exist east and west of the site, the "missing" improvements create a "bottleneck" preventing the future widening of the street to three eastbound lanes in this area. Last May the City Council approved the project plans and authorized staff to advertise for bids when the Caltrans Permit was received. Staff and the design consultant have been working with Caltrans on the refinement of the design. The permit was finally issued In January. B. Project Scope The project plans call for the construction of street widening (additional pavement, curb, gutter and sidewalk) on the south side Los Angeles Avenue just east of Liberty Bell Road, at the former site of the Caltrans Maintenance Yard. Right -of -Way Caltrans is aware of the fact that an additional twenty -nine feet (29') of street right -of -way is required along the frontage of the subject property. It is their intent to designate that additional street right -of -way in the near future or as a part of the sale of the surplus property. Caltrans has agreed to allow the City to proceed with the construction of the off -site improvements prior to the conveyance of the required additional street right -of -way. D. Bid Results Bids for the subject project were received and opened on March 1, 2001. The apparent low bidder is Asphalt Professionals, Inc., with a low bid of $38,817.09. A summary of the bid results is attached as Exhibit 1. It has been determined that the apparent low bidder is qualified to perform the work. Said bidder has confirmed that their bid is valid and that they are prepared to proceed with the construction of the project. E. Fiscal Impact The project funding source is the Los Angeles Avenue AOC Fund [Acc # 5201.8310.8006.xxxx]. Administrative Actions If the recommended action is taken by the City Council, certain administrative actions will be undertaken by staff, including the following: • A contract agreement will be forwarded to Asphalt Professionals, Inc. for the construction of the subject project for the contract price of $38,817.09. • When all of the contract documents are in order, the agreement will be executed by the City Manager. • A construction contingency of $5,822.91 (15 %) will be set aside for the project. STAFF RECOMMENDATIONS Approve the selection of Asphalt Professionals, Inc. to construct the subject project.
