Captain Bob LeMay, Moorpark Police Department By Ed Tumbleson, Senior Deputy March 20, 2001 (meeting of April 4, 2001) SUBJECT: CONSIDER UPGRADE AND WARRANTY RENEWAL FOR TELEMINDER SYSTEM BACKGROUND In 1997, the City of Moorpark purchased a Teleminder computer system for use by the Moorpark Police Department. Teleminder is an automated dialing device system that can call people on the telephone and give them a prerecorded message. The system was purchased with Supplemental Law Enforcement Grant funds for $20,056. nTCrrTCCC1TJ Teleminder stores the names, addresses, and phone numbers of businesses and residents in the community. Voice notifications may be sent to isolated parts of the community or the entire community. These messages may be used to communicate emergencies, personnel contact, community crime information, disaster communications, and even a senior check -up program. The program is map- interfaced. Areas of the community may be selected by simply drawing a circle around a street or neighborhood. The program then identifies all of the phone numbers in the area selected and places the call. Honorable City Council April 4, 2001 Page 2 It has been several years since the Teleminder software, including the map and telephone database, has been updated. I have called the vendor, Decision Systems, and was told that they have updated their software and are currently on version 7.0, which is a Microsoft Windows -based program. Our system has the Teleminder version 5.2, which is a DOS -based program. I am recommending that the City update and maintain a warranty and service agreement on the Teleminder which includes parts and labor, technical phone support, and software updates. The upgrade to the Microsoft Windows operating system will require an upgrade of the computer's motherboard, which will also be included at no additional cost, and two additional phone modems. This would double our current outgoing call capacity if we added new phone lines. However, we do not intend to increase phone lines used at this time. This upgrade will also include training in Los Altos for Senior Deputy Tumbleson in the operation of the Teleminder computer. The cost to update the warranty and upgrade our system is $6,741. This is 30° of the current list price of a new replacement system. The hardware upgrade includes a Pentium III processor, 10.1GB harddrive, a CD Rom drive and backup drive, and two voice processing boards. The software upgrade includes: • Latest version of Teleminder software • Modular enhancement: Telemaps, Graphical interface with GIS • Initial street level maps of Moorpark, CA • Provide Unlisted and Listed numbers from Pac Bell per agreement • Windows 2000 Operating System • Dialogic Voice Processing Driver set This upgrade and service agreement will be effective through June 30, 2002. After that date, the annual cost to maintain the system will be $5,741. Honorable City Council April 4, 2001 Page 3 In September, 2000, the City of Moorpark received $110,284 from the State of California for the California Law Enforcement Equipment Program (CLEEP) grant. These grant funds may only be used for high technology equipment that will benefit law enforcement services. I am recommending that these funds be used for the upgrade of the Teleminder system. STAFF RECOMMNDATION (Roll Call Vote Required) 1. Direct staff to proceed with the upgrade of the Teleminder system for a total purchase price of $6,741. 2. Adopt Resolution 2001- amending the 2000/2001 budget to provided funding for the upgrade of the Teleminder system from CLEEP grant funds. RESOLUTION 2001- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2000/01 BUDGET BY ALLOCATING $6,741 FROM THE CALIFORNIA LAW ENFORCEMENT EQUIPMENT PROGRAM (CLEEP) GRANT FOR THE PURCHASE OF AN UPGRADE FOR THE POLICE DEPARTMENT TELEMINDER COMPUTER. WHEREAS, on June 21, 2000, the City Council adopted the budget for fiscal year 2000/01; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment allocating $6,741 from the CLEEP grant for the purchase of an upgrade and one year warranty on the Moorpark Police Department's Teleminder Computer; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment allocating $6,741 from the CLEEP grant as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 4th day of April, 2001.
