Subject: CONSIDER RESOLUTION NO. 2001- ESTABLISHING A
HARDSHIP ASSISTANCE PROGRAM FOR MOBILEHOME TENANTS AND
RESCINDING RESOLUTION NO. 2000 -1695
BACKGROUND
Prior to May 1999, the Moorpark Municipal Code provided for a
hardship assistance program for tenants of the City's mobilehome
parks. Park owners were responsible for underwriting the cost
of waivers of a rent increase for approved hardship
applications. Changes to the Municipal Code since that time
provide that the City may establish a program by resolution for
hardship financial assistance to mobilehome park tenants.
DISCUSSION
On February 2, 2000, Council adopted Resolution No. 2000 -1695,
which provided guidelines for a City- funded hardship assistance
program for the City's mobilehome parks for Calendar Year 2000
only. The resolution also provided for ministerial approval of
tenant applications for hardship assistance where housing costs
equaled thirty -five percent (350) or more of gross income.
A Regulatory Agreement, executed May 1, 2000, between the City
and Augusta Homes, new owner of Villa del Arroyo Mobilehome
Park, provides for a hardship assistance program in that park.
That program includes key elements of the City's hardship
assistance program for mobilehome tenants.

The proposed Resolution would establish a hardship assistance
program that would benefit tenants of the City's other
mobilehome park, Moorpark Mobilehome Park. It would authorize
the City Manager to review and approve applications that
indicate thirty per cent (300) or more of the applicant's gross
income will be spent on housing costs. Applications that do not
meet this criterion would be reviewed by the Budget and Finance
Committee for approval or denial. During the last half of 2000,
the City provided assistance to three tenants of Moorpark
Mobilehome Park in the total amount of three hundred six dollars
ninety cents ($306.90). Funding was from the Moorpark
Redevelopment Agency Housing Setaside Funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING A
HARDSHIP ASSISTANCE PROGRAM FOR MOBILEHOME
TENANTS
WHEREAS, the Moorpark Municipal Code provides that the City
Council may establish by resolution a Hardship Assistance
Program for providing hardship financial assistance to tenants
of mobilehome parks located with the city; and
WHEREAS, such Resolution is to establish procedures for
receipt and review of applications for such program; and
WHEREAS, the City Council desires to establish such
assistance program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A Hardship Assistance Program is hereby
established for tenants of mobilehome parks located within the
City of Moorpark, where such parks do not have an established
hardship assistance program as part of an agreement with the
City of Moorpark or the Moorpark Redevelopment Agency.
SECTION 2. Tenants shall make applications for the
assistance program on forms provided by the City. Said
application shall include information regarding current income
and housing expenses as shall be necessary for the City to
determine that the Tenants meet Section 8 Housing income
requirements. The application shall require copies of income
tax forms, utility bills, rent and mortgage payments, and such
other information deemed necessary by City staff to determine
eligibility.
SECTION 3. All applications shall be submitted to the
City no later than forty -five (45) calendar days prior to the
effective date of the rent increase.

SECTION 5. No later than twenty -five (25) days prior to
the effective date of the rent increase, the City Manager may
grant hardship assistance to tenants who, based on information
provided under Sections 2 and 4 herein, will expend thirty
percent (300) or more of their gross income on housing costs.
The City Manager shall at the same time establish the amount of
the assistance to be provided.
SECTION 6. No later than twenty (20) days prior to the
effective date of the rent increase, the City Council's Budget
and Finance Committee shall meet with each applicant who will
expend less than thirty percent (300) on housing costs. At said
meeting the Committee shall make a determination as to whether
hardship assistance shall be granted and the amount of such
assistance.
SECTION 7. The City shall notify the mobilehome park
owner of the tenants that will receive the hardship assistance
and the amount of assistance for each tenant within five (5)
days of the decision.
SECTION 8. The Finance Department shall be responsible
for making the required assistance payments to the mobilehome
owner on a monthly basis.
