SUBJECT: Future of Ventura Council of Governments (VCOG)
DISCUSSION:
A meeting of all VCOG member agencies is scheduled for April 26,
2001. The purpose of the meeting is to discuss the future of
VCOG. This will be a noticed public meeting for all
participating agencies.
VCOG was created in 1992 after a period of having no formal
entity for discussion of regional and countywide issues, such as
housing and preservation of open spaces. The agency previously
created to address such issues, the Ventura County Association of
Governments (VCAG), was disbanded in 1988. In the intervening
period, the Ventura County Transportation Commission (VCTC) was
created in 1989 to address transportation matters, and the Waste
Commission was working on various solid waste related matters. A
Local Task Force (LTF) for solid waste matters is required by
applicable state law, and VCOG has served in this capacity since
1996 when the County Waste Commission disbanded.
As addressed in the attached invitation for the April 26 meeting,
the future of VCOG will be discussed. The purpose of this agenda
item is to allow Council discussion on this matter prior to April
26.

We are writing to encourage you and your fellow Councflmembers to attend
a VCOG "brainstorming" session on Thursday, April 26, 2001, at 6:00 P.M.
at the Ronald Reagan Presidential Library.
Ventura County is a diverse and wonderful place to work, raise a family, and
enjoy a wide range of recreational opportunities. Although there are unique
issues and diverse interests throughout the County, Ventura County and the
ten cities within its borders all face many similar issues and must address and
confront matters that affect the region as a whole.
Regional issues such as housing and homelessness, preservation and
protection of open spaces, solid waste, .and the regional impacts of federal
and state legislation require consideration and deliberation by all affected.
We believe there is a need for a regional forum to debate regional affairs and
to keep all agencies talking. VCOG has fulfilled that role; however, VCOG no
longer has funding to continue current operations. Should VCOG continue?
If so, in what form? If not, then what happens? These are just some of the
questions to be discussed during this working dinner.
