This Agreement is intended to help facilitate consensus - based means to ensure protection, preservation and promotion of the Greenbelt. WHEREAS, since 1984, local jurisdictions in Ventura County have supported preservation of open space and agricultural lands within the 2,800 —acre Greenbelt, an area which includes scenic hills, valleys, oaks, sagebrush and other natural resources; WHEREAS, active involvement of private landowners holding title to lands in the Greenbelt area, as well as government agencies, is essential in determining appropriate means of Greenbelt preservation; WHEREAS, the Greenbelt's scenic beauty is reminiscent of the heritage of the rugged American West as depicted in western movies featuring such film stars such as Ronald Reagan and Gene Autry, many of which were filmed on location in the Greenbelt during the first half of the 201h century; WHEREAS, former president and Mrs. Ronald Reagan selected a promontory overlooking the Greenbelt's valleys, hills, and the Pacific Ocean, as the site of the Ronald Reagan Presidential Library and Museum, and as their planned gravesite; and WHEREAS, future outdoor recreation opportunities in the Greenbelt would benefit tourism- related economy in this region and would help increase visitation at the Ronald Reagan Presidential Library and Museum, as visitors from around the world could learn about our 40th President, view breathtaking scenic vistas, and discover the Greenbelt on foot and horseback. NOW THEREFORE, in consideration of the mutual covenants and undertakings expressed herein, the Parties agree as follows: 1. The Parties will support policies that respect protection, preservation and promotion of the outstanding scenic natural resources of the Greenbelt, and its potential to serve as an internationally significant memorial preserve honoring former president and Mrs. Ronald Reagan. 0 J1)02 , 2. The Parties will only support preservation strategies for the Greenbelt that respect the rights of private landowners. 3. The Parties welcome cooperative efforts involving the National Park Service, state and local government agencies, and nonprofit organizations to identify appropriate preservation measures for the Greenbelt, including the following activities: a. Preparation of an inventory of the Greenbelt's natural or ecological resources, including endangered and threatened species. b. Preparation of an assessment of any prehistoric and historic artifacts, and documentation of historic uses of Greenbelt lands. C. Preparation of an inventory of Greenbelt land ownership interests through review of deeds, property tax records, and other appropriate documentation. d. Advice and assistance by the National Park Service to help local governments and nonprofit organizations address appropriate methods to preserve the Greenbelt's open space and agricultural resources, such as purchase of scenic or conservation easements, voluntary donation of land for preservation, and tax incentives associated with preservation.
