HomeMy WebLinkAboutAGENDA REPORT 2001 0418 CC REG ITEM 11HITEM It- H 5 N -18 -,Poo / _ MOORPARK CITY COUNCIL AGENDA REPORT HEM: To: Honorable City Council From: Nancy Burns, Senior Management Analyst Date: April 10, 2001 (CC Meeting of Aprit1, 2001) Subject: CONSIDER REPORT ON THE PROGRESS OF MOUNTAIN VIEW DEVELOPMENT BY CABRILLO ECONOMIC DEVELOPMENT CORPORATION (TRACT NO. 5161, RESIDENTIAL PLANNED DEVELOPMENT NO. 98 -7) BACKGROUND A Disposition and Development Agreement (DDA) was executed July 8, 1998, for the construction of fifty -nine (59) homes on the Gisler Field site, fifteen (15) of which are to be affordable to low and very low income households. Updates have been provided regularly to the Moorpark Redevelopment Agency or the City Council since February 7, 2001. DISCUSSION A proposed Second Amendment to the DDA, including a Revised Schedule of Performance and related documents, and the construction lender's Subordination and Agreement have been prepared. In order to ensure adequate time for review by the City Attorney, staff anticipates bringing these items to the Agency for consideration and adoption at its May 2, 2001, meeting. It is anticipated that the Final Map will be presented to the City Council on that date for its consideration and approval. An update memo from the City Engineer is attached to this report. The item is resolved. NPDES Compliance There has been no change from my last report. The item is resolved pending formation of an assessment district to fund the maintenance of the NPDES facilities. Storm Water Peak Flow Mitigation There has been no change from my last report. The item is resolved. Street Right -of -Way at North -east Corner of Subdivision (`A' Street) There has been no change from my last report. The item is resolved. Gisler Road — Street Name There has been no change from my last report. The item is resolved. Grading Quantities The conditions of approval of the tentative map for the project state that the project is to be balanced on site and requires import operations of more than 100 truckloads to be approved by City Council. The engineer -of -work for the project has modified the plans to show that the import of 28,093 cubic yards of soil will need to be imported. Staff is preparing an agenda report to present the issue of import to the City Council on May 2, 2001. Staff's recommendation to the City Council will be to approve the quantity requested subject to conditions that will mitigate the impacts of the haul. Prediction of Recordation of Final Map Recordation of the Final map is dependent on payment of fees, completion of the improvement plans and receipt of bonds and documents required to satisfy the conditions of approval. Presently the final map and improvement plans are satisfactory and bonds to secure the subdivision have been submitted. I estimate that we will be able to recommend the final map to City Council at the meeting of May 2, 2001. C: Project File (88.234) Chronological File C 3 1
