SUBJECT: Consider Modifications to Street Improvements to the
North Leg of the Intersection of Miller Parkway and
Peach Hill Road Required to Facilitate U -Turn Traffic
Movements
OVERVIEW
This report describes a project to construct modifications to the
north leg of the intersection of Miller Parkway and Peach Hill
Road, which would enable south -to -north "U- Turn" traffic movements
at that intersection. Also discussed is an option to construct
similar modifications to the south leg of the intersection to
facilitate north -to -south "U- Turn" traffic movements.
DISCUSSION
A. Project Description: U -Turns for South -to -North Traffic
1. Existing Improvements: The existing improvements on Miller
Drive were constructed to plans which were consistent with
the conceptual designs set forth in the Carlsberg Specific
Plan. Those design guidelines called for a fifty -four feet
(541) wide street section, having one twelve feet (121)
wide travel lane and one eight feet wide (81) Bike Lane in
each direction (twenty feet (20' ) wide "barrel "] .
2. No -U- Turns: The twenty feet (201) wide dimension between
the roadside curb and the median curb, is too narrow to
allow U -Turn traffic movements at an intersection.
3. Proposed Modifications: It is proposed that the
improvements at and north of the northeast corner of the
intersection be reconstructed to provide sufficient width
to allow south -to -north "U- turn" traffic movements.

After condition in the area of the proposed modifications.
The project would increase the width of the northbound
barrel from twenty feet (201) to thirty -two feet (321).
4. General Description: In order to provide the additional
pavement width required, it is recommended that the curb,
and gutter in the affected area be moved twelve feet (121)
to the east. The "widened" street would extend
approximately sixty feet (60') to the north, creating a
short acceleration lane for west -to -north right -turn
traffic.
5. Plan View: A plan view of the north leg of the
intersection showing the proposed modifications, is
attached as Exhibit 2, Page 1.
6. Sidewalk Easement: The twelve feet (121) wide parkway could
be preserved by moving the sidewalk to the east. If the
sidewalk is relocated in this manner, it will be necessary
for the City to obtain a seven feet (71) wide sidewalk
easement from the adjacent Open Space lot. That parcel
(Parcel OS -2 of Tract 4976) is owned by the Serenata
Homeowner's Association. Exhibit 2, page 2, shows the
general location of this Sidewalk Easement.
7. Grading and Landscaping Plans: Attached for reference is a
copy of the Grading Plan (Exhibit 2, page 3) and the
Landscaping Plan (Exhibit 2, page 4) in the area of the
proposed Sidewalk Easement.
8. Scope of Work: The Scope of Work for this project is
generally described as follows:
• Relocate traffic signal pole at easterly ECR (end curb
radius) ;
• Replace traffic signal pole and mast arm at westerly BCR
(Beginning Curb radius) [Note: the wider street will
require a longer mast arm for the signal heads which, in
turn, will require a larger pole];
• Relocate traffic signal pull boxes;
• Relocate catch basin east of intersection;
• Install storm drain pipe and manhole;
• Remove and replace curb & gutter;
• Remove and replace sidewalk;
• Construct asphalt pavement;
• Transplant trees;
• Replace irrigation system;
• Replant ground cover and shrubs; and
• Re- grading at back of sidewalk.

9. Cost Estimate: The estimated cost of the above described
modifications is as follows:
• Design: $ 5,000
• Construction $ 84,000
• Inspection: $ 1,000 (In- house)
$ 90,000
10. Funding Source: It is proposed that the above described
street modifications be funded by Traffic Mitigation Fees
paid, and to be paid, by the properties within the
Carlsberg Specific Plan [Fund 20023.
B. North -to -South U -Turns
It is the view of staff that the need and demand for a north -
to -south U -Turn movement is not as great as the need and
demand for the south -to -north U -turn movement -- the latter
need arising from traffic generated by the Mesa Verde Middle
School. It is, therefore, not recommend that modifications be
made to the west side of Miller Parkway south of the
intersection to facilitate that traffic movement.
However, should it be the desire of the City Council that the
scope of the subject project include this option, it is
estimated that the cost of that work will be comparable to the
estimated cost for the proposed modifications to the north leg
of the intersection [$90.000 +3. No firm concepts or cost
estimates have been developed for this option.
C. Schedule
It is anticipated that a design for the proposed modifications
could be completed within three (3) months and the
construction of the project could be started about five (5)
months from now.
STAFF RECOMMENDATIONS (Roll Call Vote Required)
Staff recommends that the City Council take the following
actions:
1. Approve the subject project.
2. Confirm the scope of the project to include only the
intersection modifications necessary to facilitate south -to-
north "U- Turn" traffic movements.

3. Adopt Resolution No. 2001 - [Exhibit 31 approving an
amendment to the FY 2000/01 Budget by appropriating funds
and amending the budget to fund the subject project in the
amount of $100,000, to be funded by the Traffic Mitigation
Fund [ Fund 20021.

RESOLUTION NO. 2001 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
2000/01 BUDGET BY ESTABLISHING A PROJECT
[PROJECT NO. 80321 FOR THE CONSTRUCTION OF
CERTAIN MODIFICATIONS TO MILLER PARKWAY AND
APPROVING THE APPROPRIATION OF FUNDS FOR SAID
PROJECT FROM THE CITY -WIDE TRAFFIC MITIGATION
FUND [ FUND 20021
WHEREAS, on June 21, 2000, the City Council adopted the
Budget for Fiscal Year 2000/01; and
WHEREAS, a staff report has been presented to the City
Council requesting approval of an amendment to the Budget to
establish Project 8032 (Miller Parkway Modifications) and to
appropriate funds for said project in the aggregate amount of
$100,000; and
WHEREAS, Exhibit "A ", attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment in the aggregate increase
of $100,000 as more particularly described in Exhibit "A ", is
hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
