Gilbert, Director of Public Works April 20, 2001 (Council Meeting 5 -2 -01) M4 MWE Conceptual Plan for the Widening of Los Angeles Avenue Between Spring Road and Moorpark Avenue [Project 80131 A. Background On August 2, 2000, the City Council approved the selection of a consultant [Boyle Engineering] to prepare the design for the subject project. B. Project Description 1. General: The scope and intent of the project is to widen Los Angeles Avenue between Spring Road and Moorpark Avenue to accommodate six (6) lanes of traffic. 2. Project Limits: The limits of the project extend from Moorpark Avenue easterly to a point approximately five hundred feet (500') east of Spring Road. That portion of the work immediately east of Spring Road is necessary to accommodate a tapered transition of the striping and improvements, discussed in more detail below. The total length of the project is approximately 2300 feet. 3. Existing Right -of -Way and Travel Lanes: The existing right - of -way width along this segment of street varies from eighty feet (801) to one hundred nine feet (109'). The street is striped for four (4) twelve feet (121) wide travel lanes, plus a fourteen feet (141) wide painted median. Design Standard: The design standard for Los Angeles Avenue calls for a curb -to -curb width of one hundred two feet (1021) within a street right -of -way of one hundred eighteen feet (1181). Accordingly, the "half- street" dimensions require fifty -one feet (511) from the centerline to the curb face, within a "half street" right -of -way of fifty - nine feet (591). 5. Project Objectives: The object of the project is to construct full -width street improvements within the project area, generally described as follows: - one 14' painted median; - six -12' travel lanes; - two- 8'emergency lanes (unpainted bicycle lanes); - two -8' sidewalk / parkways; and - free right turn lanes where necessary. C. Project Constraints & Design Solutions 1. North Side - East End: a) Half - Street Dimensions: The half- street dimensions for the north side of the street are as follows: - Right -of -way width: fifty feet (501); - Curb location: forty feet (40') from the center line. b) Existing Public and Private Improvements: There are substantial existing improvements on the north side of the street between Spring Road and Millard Street, generally summarized as follows: - Existing residential rear yards; - a ten feet (10') high block wall; - parkway landscaping; and - power poles. c) Cost Effectiveness: Due to the high cost of right -of -way acquisition, and the removal and reconstruction of the existing improvements on the north side of the street just west of Spring Road, the conceptual plan calls for all required street widening in this area to occur on the south side of the street. d) Shifted Centerline: In order to provide for a fifty -one feet (511) dimension between the centerline and the curb face, the conceptual design calls for the shifting of the centerline at and west of Spring Road, eleven feet (111) to the south. The proposed new half street dimensions would be as follows: - Right -of -Way: 61' (50' + 11'); and - Curb location: 51' (40' + 111). �a LA_Spg_Mpk_concept C0 0 0 N Los Angeles Avenue Widening - Spring Road to Moorpark Avenue Conceptual Plan April 20, 2001 Page 3 e) Transition: The conceptual plan calls for a five hundred feet (5001) long tapered transition of the centerline (from the 11' shifted centerline back to existing). This tapered transition will begin at the west side of Spring Road and extend to a point five hundred feet (500') to the east. f) Right -Turn Lane: The conceptual plan also calls for additional street widening on the south side of the street just west of Spring Road, to provide for a free right turn lane on to Spring Road. The required street right -of -way and proposed street improvements in this area are discussed below. g) Eastbound Left Turn Lane: The existing double left -turn lane for east -to -north traffic movements will be changed to a single left -turn lane. The double -left turn lane, which was required when Spring Road was the alignment for Route 118, is no longer needed. 2. South Side - West End: a) Street Improvements: The soL east of Moorpark Avenue has width (fifty -one feet [51' ] within fifty -nine feet [591] way) . .th side of the street just been improved to its full from centerline to curb, wide half - street right -of- b) Existing Public and Private Improvements: There are substantial existing improvements on the south side of the street just east of Moorpark Avenue, which are generally summarized as follows: - existing properties already developed for multi- family land use; - decorative block walls and monument signs; and - meandering sidewalks and parkway landscaping. c) Cost Effectiveness: Due to the relative higher cost of right -of -way acquisition and reconstruction along the south side of the street just east of Moorpark Road, the conceptual plan calls for all required street widening in this area to occur on the north side of the street. d) Centerline Location: The conceptual plan calls for the centerline of the street just east of Moorpark Avenue to remain unchanged. LA Spg_Mpk_ concept Los Angeles Avenue Widening - Spring Road to Moorpark Avenue Conceptual Plan April 20, 2001 Page 4 e) Street Widening: The recommended revised half - street dimensions for the north side of the street just east of Flory Avenue are summarized as follows: Now Changed To - Right -of -Way 50' 59' - Centerline to Curb 40' 51' f) Transition: The conceptual plan calls for a five hundred feet (5001) long tapered transition of the shifted centerline (from existing to 11' to the south) , between Flory Avenue and Millard Street. g) Right -Turn Lane: The conceptual plan also calls for additional right -of -way and street widening on the north side of the street just east of Moorpark Avenue, to provide for a free right turn lane to Moorpark Avenue, in addition to the three westbound through lanes (see below for more discussion). h) Westbound Left Turn Lane at Moorpark Avenue: Although the left turn lane is proposed to be lengthened, the plan does not call for a double left -turn lane for this traffic movement. The impact of adding street width for this purpose did not seem to be justified. D. Other Design Features 1. North Side Taper: As discussed above, the conceptual plan calls for a transition of the centerline from the "shifted" (11' to the south) centerline east of Millard Street, back to the existing centerline just east of Flory Avenue. That shift will require the following: a) acquisition of a "tapered" strip of additional street right -of -way in this area, with a width ranging from zero to nine feet (91) wide; b) reconstruction of the curb and gutter in this area to provide for the full fifty -one feet (511) half - street (curb -to- centerline); c) reconstruction of the sidewalk; and d) relocation of the transmission power poles (anticipated to be funded by the Southern California Edison Company). 2. Right -Turn Lane at Moorpark Avenue: As discussed above, the conceptual plan calls for an additional six feet (6') of street right -of -way and pavement width between Flory Avenue and Moorpark Avenue, to accommodate a free right -turn lane for west -to -north traffic. This will require right -of -way acquisition in this area to be fifteen feet (151) wide. 4. South Side Right -of -Way Acquisition - General: The shifted centerline [eleven feet (111)] will require the City to acquire twenty feet (20') of additional street right -of -way on the south side of the street, from a point approximately three hundred feet (300') west of Spring Road, westerly to where the tapered transition starts just east of Millard Street. From the east end of that tapered transition westerly, the width of the required right -of -way varies. 5. South Side R -O -W at 148 Los Angeles Avenue: There is an existing residential structure located between the Le Club Apartments and the Regal Condominiums. The street right -of- way required at that location will probably require acquisition of the entire property. 6. South Side Taper: As mentioned above, the conceptual plan calls for a tapered transition at the east end of the project, from the "shifted" centerline [eleven feet (111) to the south] back to the existing centerline. That tapered transition will start at the west side of Spring Road and extend five hundred feet (5001) to the east. It will be necessary to acquire additional street right -of -way, widen the street and reconstruct the curb, gutter and sidewalk in this area, along the frontage of the Chevron Station. 7. Standard Improvements Eastbound Approaching Spring Road: The plan attached as Exhibit 2 -Page 1 illustrates the fact that street widening to the standard fifty -one feet (511) half - street dimension between the shifted centerline and the curb face, could be constructed within the current street right -of -way. This is possible because the additional eleven feet (111) of street right -of -way to shift the centerline, has already been conveyed to the City. It also appears that construction to this design would not require the construction of any retaining walls along the north side of the existing parking lot. The conceptual plan does not recommend this design alternative. The draft final plan recommends additional street widening as discussed in the next section. Right -Turn Lane Onto Spring Road: As shown on the diagram attached as Exhibit 2 -Page 2, the conceptual plan provides for the construction of an additional six feet (61) of pavement width on the south side of the street approaching Spring Road, in order to accommodate the placement of an additional free right -turn lane for east -to -south turning traffic. This design requires acquisition of an additional six feet (61) of street right -of -way in the affected area. The "half- street" dimensions for these street improvements are as follows: • 8' sidewalk; • 14' right -turn lane; • 12' travel lane; • 12' travel lane; • 12' travel lane; and • 71 one -half of median 65' Half Street • 11' shifted centerline 76' from the new R -O -W to the existing centerline. 9. Property Impacts at Gateway Plaza: The recommended street improvements (as illustrated on Exhibit 2 [pg. 21 and on Attachment 6 of the Plan [Ex. 1]), will impact the frontage of the adjacent commercial shopping center in a number of ways,' some of which are briefly described as follows: • removal of all of the existing landscaping; • construction of an eight feet (81) wide sidewalk (or a 6' wide sidewalk with a2' wide parkway); • landscaping to be limited to small shrub planter wells, if approved by Caltrans; • construction of a retaining wall and handrail on the right -of -way / property line; • slight shortening of the existing parking spaces along the south line of the property; and • removal of the fountain. Note: It may be possible to work with the property to replace the fountain with the establishment of a designated area for the placement of an "art in public places" focal point of some kind. 10. Parking Alternative: The design consultant looked at other options which would re- establish parkway landscaping along the frontage of the Gateway Plaza property. Those alternates are included in the conceptual design plans attached as Exhibit 1. Due to the adverse impacts those plans would have on the existing parking for the property, those design alternatives are not recommended for approval. Next Step Upon City Council approval of the Conceptual Plan, the following steps will be taken: 1. Environmental Report: Staff will direct the City's planning consultant to proceed with the preparation of the environmental document (presumed to be a Negative Declaration) for the project. 2. Caltrans Approval: The design consultant will be directed to proceed with the preparation of a PEER report [Project Engineering Evaluation Report] for the project, and the steps necessary to seek Caltrans approval of the conceptual design. F. Future Tasks When Caltrans approval of the conceptual design is obtained, the design consultant and /or City staff will proceed with project implementation, which will include the following: 1. Right -of -Way Legal Descriptions: The design consultant will proceed with the preparation of legal descriptions for the right -of -way parcels to be acquired. 2. Preparation of Final Draft Design Plans and Specifications: The design consultant will proceed with the preparation of the final draft plans and specifications for the project. 3. Utility Coordination / Relocation: The design consultant and City staff will work with all affected utilities to accomplish any needed utility relocations. 4. Right -of -Way Acquisition: Staff will retain the services of a consultant to assist City staff in the acquisition of the required street rights -of -way. All of the acquired rights - of -way will eventually be conveyed to Caltrans. 5. Caltrans Permit: Staff will seek and obtain a Caltrans Encroachment Permit for the project. 6. Construction: When all of the above tasks have been completed, the City will be in a position to advertise for the receipt of bids for the construction of the project. The project limits are from Moorpark Avenue to approximately 430 feet east of Spring Road (Sta. 10 +00 to Sta. 36 +50). The proposed improvements include widening on the north side of Los Angeles Avenue from Moorpark Avenue to Millard Street (Sta. 10 +00 to Sta. 20 +00), and widening on the south side of Los Angeles Avenue from just east of Flory Avenue to approximately 430 feet east of Spring Road (Sta. 15 +00 to Sta. 36 +50). The attached concept plans (Attachment 1) show the project limits and the proposed geometric improvements. Existing Facility Within the project limits, Los Angeles Avenue is a 4 -lane arterial highway with 12' wide through lanes and a 14' wide painted median. Intersections are at grade, and direct access to abutting property is permitted. Intersections at Moorpark Avenue and Spring Road are signalized. Curb, gutter, and sidewalk bound both sides of the street, with the exception of the south side of the street between Sta. 19 +60 and Sta. 29 +00, which is bound by edge of pavement only. Generally, the curb to curb width is 91 feet and the right -of -way width varies from 110 feet to 120 feet. For a more detailed breakdown of existing widths, see Attachment 2. Proposed Improvements Attachment 1 shows the proposed improvements. The ultimate configuration for Los Angeles Avenue includes six 12' wide travel lanes, a 14' wide painted median, two 8' wide shoulders that may also serve as Class III bike lanes, and 8' wide parkways on both sides of the street. Generally, the proposed curb to curb width is 102 feet and the proposed right -of -way width is 120 feet. However, between Moorpark Avenue and Flory Avenue (Sta. 10 +00 to Sta. 13+3 0), the proposed curb to curb width will be 108 feet due to the addition of a dedicated right -turn lane on the north side of the street. For a more detailed breakdown of proposed widths, see Attachment 2. The proposed improvements will require the relocation or replacement of various items, including street lights, traffic signal poles, drainage structures, manholes, sidewalks, and landscaping. SCE overhead lines appear to be the only required utility relocation, with 9 poles being in conflict with the proposed improvements. Alternatives In addition to the proposed improvements, a 14' wide dedicated right -turn lane has been considered at the following location: • Eastbound Los Angeles Avenue at Spring Road (see Attachment 5) ,-.. 009 v The typical section at this location requires the 8' wide shoulder plus an additional six feet to be used for the right -turn lane, which results in a substandard shoulder width. The 14' wide right -turn lane would consist of a 12' wide travel area with a 2' wide shoulder, which does not meet Caltrans standards. The proposed section would thus require a design exception from Caltrans. For proposed curb to curb and right -of -way widths, see Attachment 2. To accommodate the right -turn lane, the existing improvements on the adjacent parcel will be affected. Some alternative reconfigurations have been considered and are summarized in Attachments 6 and 7. Right -of -Way The proposed improvements affect approximately 20 parcels. Attachment 4 identifies each parcel by APN, and includes the total parcel area and required area. Project Costs Preliminary project cost estimates have been estimated as follows: Cost Summary: Construction: $695,000 R/W: TBD Support (Design and Construction): $173,750 A more detailed breakdown of project costs is included in Attachment 3. Project Schedule The project schedule will be defined after approval of this design report.
