S TJB J E C T : Allocation of California Parklands Act of 1986 (Prop 43) .
ITEM
The City of Moorpark has been allocated a $42, 000 grant.
Attached for your information-is a letter from Mr. Wm. Brinner
explaining the Grant and guidelines for its use.
Staff is requesting that the Parks & Recreation Commission
select a project (s) where the funds can best be utilized.
(Please note criteria for expenditure of funds. ) Inorder
to meet the filing deadline of December 12 , 1986 the
Commission must have a project (s) selected by November 5,
1986 at the latest (Once approved by Parks & Recreation
Commission it will need Council approval at November 17, 1986
meeting. )
ALTERNATIVES
The Recommended project for Commission consideration by the
Grants Committee and staff is the:
1. Community Center Rehabilitation Project approx. $100, 000
(project includes reroofing center, installation of drain
system to address severe ponding problem and up grade
building' s heating, ventilation and air conditioning
system. )
2. Selection of alternate project.

STAFF RECOMMENDATION
Approve the Grants Committees recommendation to allocate Prop.
43 funds to the Community Center Rehabilitation project.
COMMISSION ACTION
Motion to allocate Prop. 43 (California Parklands Act of 1986)
funds for the rehabilitation of the City of Moorpark Community
Center & forwarding to City Council for their approval at the
next regularly scheduled meeting November 17, 1986.

California Parklands Act of 1986
Allocation & Application Instructions
A review of the eligibility of all local government units to receive Proposition 43
grant funds has been completed and the allocated amounts to each eligible city, county
and special district has been set according to provisions of the Bond Act.
The full allocation, under this grant program, to your jurisdiction is $42,000.
To apply for your funds, fill in the application and project summary forms attached
and have your governing body authorize the application for grant foods' Use the sample
resolution attached. The application deadline for funds available to you in Fiscal
Year 1987/88 is December 12, 1986. Additional information on individual projects will
be requested of you within the next few months. Such information will be outlined in a
procedural guide that will be sent to you soon. You should bear in mind the following:
L. Grant funds may be expended only for land acquisition, development or rehabilitation
of park, recreation or historical fooilitien' Operation and maintenance expenditures
are not authorized.
2. Funding is available for a three-year period' Commencing in 1990-1991, any unencum-
bered funds in your allocation are subject to appropriation by the Legislature for
projects of highest priority statewide. Small and mid-size agencies may wish to
apply for all of their funds in a single year; large agencies with a commensurately
large allocation may wish to schedule their applications and projects over the
three-year period.
3. Annual grant appropriations are included in the Budget Bill and are acted upon by
the Legislature. The Governor's Budget will publish the amount allocated to each
jurisdiction (amount you request for a given year) .
4. All grant funds are subject to audit' Keep accurate records in a separate account.
