Gilbert, Director of Public Works April 24, 2001 (Council Meeting 5 -2 -01) I -f __. 66 SUBJECT: Construction of Improvements to the Intersection of Los Angeles Avenue and Tierra Rejada Road, Including the Construction of a Double Left -Turn Lane for West -to -South Turning Movements nTgrTTSSTnm A. Double Left- Turn Lane Certain conditions of approval of the Commercial Center at the corner of Tierra Rejada Road and Mountain Trail Street required the developer of the property (now Albertson's, Inc.) to construct a double left -turn lane for westbound traffic at the intersection of Los Angeles Avenue and Tierra Rejada Road. The developer and their engineering consultant have been working with City staff on the development of the design for the construction of this modification to the subject intersection. The final design calls for modifications to the stripping to provide a westbound double left -turn lane approximately three hundred feet (3001) long. B. Improvements to Tierra Rejada Road & Gabbert Road At the request of the City, Albertson's added to the plans for their project, the construction of certain modifications to the north and south legs of the intersection. These modifications are needed to improve traffic flow and safety and to add Bike Lanes at certain locations where none now exist. Said work will include the following: a) removal and relocation [five feet to the east] of the raised center median in the south leg of the intersection; b) re- striping of the north and south legs of the intersection; a Tr la 1ft5 ` .a Los Angeles Avenue Double Left Lane At Tierra Rejada Road April 24, 2001 Page 2 c) the addition of Bike Lanes on the north and south legs of the intersection where none now exist; and d) the relocation of traffic loop detectors. The civil engineering design work required for the relocation of the raised median was done by a consultant retained by the City. That design product was added to the design package generated by the consultant retained by Albertson's. C. Caltrans Permit The design package has been completed and was submitted to Caltrans for approval. Caltrans has issued an encroachment permit to the City for all of the work required to be constructed within the State right -of -way. D. Agreement Albertson's agrees with City staff that it would be easier, simpler and more cost effective if the City were to construct the entire joint project, with the costs of the double left - turn lane to be funded by Albertson's. With the approval of City Council, an Agreement will be prepared for that purpose. E. At the beginning the fiscal year the amount of the appropriation from the L. A. Avenue AOC Fund was $10,000. There have been expenditures in the amount of $3,000 for the above mentioned design for the relocation of the raised median. When this project is presented to the City Council for award of a construction contract, the budget will be amended to reflect final estimated costs and revenues (from Albertson's). STAFF RECOMMENDATION Authorize the City Manager to execute an Agreement between the City and Albertson's to provide for the payment, by Albertson's, of all costs related to the construction of a westbound double left -turn lane on Los Angeles Avenue at Tierra Rejada Road.
