SUBJECT: Consider Los Angeles Avenue Area of Contribution [L. A.
Ave. AOC] and Gabbert Road -Casey Road Area of
Contribution [Gabbert -Casey AOC] Fee Revisions
DISCUSSION
A. Background
The subject fees were established by the County of Ventura
prior to the incorporation of the City, in order to provide a
mechanism for future development within a specified
geographical areas, to finance specific improvements to:
• the Los Angeles Avenue f New Los Angeles Avenue corridor;
and
• Gabbert Road and Casey Road.
B. Inflation
The subject fees were last adjusted for inflation in March
1990, based on the Engineering News Record (ENR) Highway Bid
Price Index for the fourth quarter of 1989. That same index
indicates that there has been a 37% increase in the cost of
highway construction during the period between the fourth
quarter of 1989 and the January 2001. It is requested that the
City Council set the date of a public hearing to consider
increasing the amount of the subject fee to reflect this rise
in the cost of highway construction.

is as follows:

The Government Code requires that there be a public hearing
prior to the adoption of a new development fee or an increase
to any existing development fee. It is recommended that such a
hearing be held on June 6, 2001.
E. Effective Date of Fee Increase
Any approved fee increase will not become effective until sixty
(60) days after the date the action was taken to increase the
fee.
STAFF RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Set June 6, 2001, as the date of a public hearing to consider
the proposed increase to the subject AOC fees.
2. Direct the City Clerk to give notice of said hearing in a manner
consistent with the requirements of the appropriate Sections of
the Government Code.
