AGENDA REPORT BY. °— --
TO: The Honorable City Council
FROM: Kenneth C. Gilbert, Director of Public Works
DATE: May 25, 2001 (Council Meeting 6 -6 -01)
SUBJECT: Consider Resolution No. 2001- Revising the Fees for
the Gabbert Road - Casey Road Area of Contribution
[Gabbert -Casey AOC]
DISCUSSION
A. Background
On May 16, 2001, the City Council set June 6, 2001, as the
date of a public hearing to consider increasing the fees for
the Los Angeles Avenue Area of Contribution [L. A. Ave. AOC]
and the Gabbert Road -Casey Road Area of Contribution [Gabbert
Road - Casey Road AOC]. Notice of that public hearing was
posted and published in accordance with the requirements of
the Government Code.
This report pertains only to a proposed adjustment to the
Gabbert Road -Casey Road AOC fees. A proposed adjustment to the
L. A. Ave. AOC fees is the subject of a separate report to
also be considered by the City Council at the June 6 public
hearing.
B. Gabbert Road / Casey Road Area of Contribution
Prior to the incorporation of the City, the County of Ventura
created the subject Area of Contribution in order to provide a
mechanism for future development within a certain specified
geographical area, to finance improvements to Gabbert Road and
to Casey Road.

C. Prior Adjustment
a
F.
The subject fees were last adjusted in March of 1990, by the
adoption of Resolution No. 90 -638. That adjustment was based on
the increase in the Engineering News Record (ENR) Highway Bid
Price Index, from the date the AOC was formed through the
fourth quarter of 1989. A summary of that change is set forth
in Exhibit 1.
TnfI mi- i nn
Staff has determined that there have been further changes to
the ENR Highway Bid Price Index since the subject fees were
last adjusted for inflation in 1990. The change to that Index
between September 1989 and January 2001, is also set forth in
Exhibit 1. Also set forth in Exhibit 1 is the percentage
increase to the index and the resultant recommended increase to
the fees. The amount of that change is 37.63 %.
Proposed Fee Adjustment
It is proposed that the Gabbert Road / Casey Road AOC fees be
increased in an amount required to adjust for the inflation to
the cost of highway construction as noted above. A summary of
that proposed fee increase is as follows:
Description
Per Residential Unit
Per Commercial / industrial acre
Public Hearing

Amount ($)
1,559.27

As stated above, a Public Hearing on this matter was set for
June 6, 2001. Notice of that hearing has been posted and
published as required by law. Also, a copy of this staff
report, the attached Resolution and the public hearing notice
has been provided to the Building Industry Association (BIA).
