Thousand Oaks Cab Company Subsidized Taxi Paratransit
Service Agreement.
If approved, the Agreement continues a service providing subsidized
taxi rides to Moorpark residents who are certified as disabled by
the Ventura County Transportation Commission. The service is paid
for with TDA (Transportation Development Act) funds. The 1991
Americans with Disabilities Act (ADA) mandates that local transit
operators provide paratransit services such as the subsidized taxi.
BACKGROUND
The Council may recall that the paratransit program is a federal
mandate of the Americans with Disabilities Act (ADA.) It requires
that accessibility provisions be made for transit systems,
government offices, and many private facilities. The concept in
this case is that the paratransit subsidized taxi service will
provide curb to curb service (with to the door assistance) to those
persons who are certified as being unable to access and use the
regular bus system.
Persons with a disability may apply to the Ventura County
Transportation Commission (VCTC) for certification. Once VCTC has
verified their eligibility, VCTC informs the City, and the City
issues the person an ID card. There is national reciprocity, so a
Moorpark ADA ID card is valid for any transit system anywhere in
the United States, its possessions and territories. Although
paratransit services may cost considerably more than regular bus
service, federal law prohibits charging any more than double the

regular fare for the paratransit service. In Moorpark, the regular
bus fare is $1.00, and the paratransit fare is $1.50.
In January 1997, the City initiated a "Subsidized Taxi" contract
service that provides curb -to -curb service to persons with
disabilities and that may otherwise be prevented from accessing the
Moorpark City Transit fixed routes. An Agreement with Thousand Oaks
Cab Company was established in 1997 and has been renewed
periodically since that time. For the past three years, this
service has cost $2,000 to $3,000. Last Fiscal Year T.O. Cab
Company provided 286 paratransit trips to eighteen individuals for
trips within the City of Moorpark. Through March of this year, 218
trips were provided to fourteen individuals.
Thousand Oaks Cab Company also provides a similar subsidized taxi
service in the City of Thousand Oaks. Through service for disabled
persons wishing to travel from Moorpark to Thousand Oaks is funded
by means of a federal §5307 Urbanized Area (UZA) grant. The
majority of these trips are for medical purposes. Riders wishing to
use the subsidized taxi to Simi Valley can choose either to pay the
regular cab fare once the cab travels beyond the City limit, or
riders may arrange for a connection with the Simi Valley Dial -A-
Ride service to complete their trip.
The Agreement with Thousand Oaks Cab Company has a three -year term
with an option for an additional year. The cab company requests an
increase in the mileage rate charged with the new contract. This
would be the first rate increase by Thousand Oaks Cab Company since
1992. The current rate is $1.90 per flag drop (start of meter and
first 1 /9th mile) and 20� for each additional 1 /9th mile ($1.80 per
mile.) This is the rate that has been in place since the City began
contracting with the company in 1997. The cab company rate change
request is $2.00 per flag drop (meter start and first 1 /10th mile)
and 20G for each additional 1 /10th mile ($2.00 per mile.) This will
also be the their new regular taxicab rate. As indicated, this is
the first rate increase since 1992. The compensation agreement is
that the rider pays $1.50 and the City subsidy covers the rest of
the fare, tip not included.
In Fiscal Year 1999- 2000, the subsidized taxi usage was 1,348 miles
and 286 trips. The fiscal impact of the rate change would be an
additional 20� per mile for an increase of $269.60 plus an increase
of 10� per trip (flag drop) for and additional $28.60 and a total
fiscal impact of $298.20 at last year's utilization rates. The

usage rate through March of this year running at about loo greater
than last year. Therefore, the projected impact if the rate
increase request is estimated to be $330. This amount is within the
appropriation request submitted by staff. No adjustment to the
draft budget for next Fiscal Year would be necessary if the new
agreement and rate increase is approved.
STAFF RECOMMNDATION
Approve the continuation of the subsidized taxi service with
Thousand Oaks Cab Company and authorize the City Manager to
finalize and execute the three -year Agreement.
