SUBJECT: Consider Resolution in Support of San Nicolas Island.
Surface Transportation Facility and Four Additional C130 -J
Aircraft for California Air National Guard, Channel
Islands Station, Port Hueneme
BACKGROUND AND DISCUSSION
The city of Camarillo has brought to the Moorpark City Council's
attention the request for support for funding related to the Channel
Island Station in Port Hueneme (see attached draft resolution). The
Moorpark City Council has in the past joined with the other Ventura
County local governments in supporting the continued funding for the
Naval Base in Port Hueneme. The request for support of a permanent
San Nicolas Island surface transportation facility (i.e., pier) is
intended to minimize impacts to mother seals and their pups that
occupy the beach on that island. The four additional C130 -J
aircraft that are requested to be funded, will improve the Air
National Guard's fire fighting capability and improve training to
provide readiness for response and mobilization in time of national
disaster and emergency.

RESOLUTION NO. 2001-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, IN SUPPORT OF SAN NICOLAS
ISLAND SURFACE TRANSPORTATION FACILITY (PROJECT
NO. p -250) AND FOUR ADDITIONAL C130 -J AIRCRAFT
FOR 146TH AIRLIFT WING, CALIFORNIA AIR NATIONAL
GUARD, CHANNEL ISLANDS STATION, PORT HUENEME
WHEREAS, a permanent San Nicolas Island supply surface
transportation facility (project p -250) is needed for safer and
timely off - loading of materials, supplies, and test equipment
from barges onto the island; and
WHEREAS, a permanent San Nicolas Island supply surface
transportation facility will reduce costs to the Navy by more
than $800,000 per year, with additional savings to other
branches of the Armed Forces and other government agencies; and
WHEREAS, a permanent San Nicolas Island supply surface
transportation facility is a better environmental alternative
than the current method of off - loading supplies, materials, and
test equipment with significantly less disturbance to pinnipeds
- mother seals and their pups; and
WHEREAS, four additional C130 -J aircraft are necessary for
the modernization of the 146th Airlift Wing of the California Air
National Guard, Channel Islands Station, Port Hueneme, by
replacing current E model, 40 year old aircraft; and
WHEREAS, four additional C130 -J aircraft are needed to
improve the Air Guard's fire fighting capability in Southern
California and the entire western region of the United States of
America; and
WHEREAS, four additional C130 -J aircraft for the 146th
Airlift Wing, California Air National Guard, Channel Islands
Station, Port Hueneme will increase pilot safety and improve
training to provide readiness for response and mobilization in
time of national disaster and national emergency.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council gives its unqualified support
and requests funding for the San Nicolas Island surface
transportation facility (Project No. p -250), Naval Base, Ventura

County, as well as four additional C130 -J aircraft for the 146th
Airlift Wing, California Air National Guard, Channel Islands
Station, Port Hueneme, in the 2002 budget.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be
filed in the book of original resolutions.
PASSED AND ADOPTED this day of 2001.
