Gilbert, Director of Public Works DATE: August 24, 2001 (Council Meeting 9 -5 -01) SUBJECT: Consider Conceptual Design for the Los Angeles Avenue / Beltramo Ranch Road Widening Project. BACKGROUND • In May of 1999 the City Council approved the Mitigated Negative Declaration for the project. • In March 2001 Boyle Engineering was selected to prepare the design for the project. • The conceptual design has been completed. Upon approval of the conceptual design by the City Council, work will proceed on the final design and on the acquisition of additional street right- of-way. DISCUSSION A. Conceptual Design Attached as Exhibit 1 are diagrams summarizing the conceptual design. The project design calls for widening of the south side of the street to provide for the ultimate street width within the project area. A summary of the project scope is as follows: • Location: south side of Los Angeles Avenue from Beltramo Ranch Road easterly to a point east of Maureen Lane; • Existing Right -of -Way [half- street]: - at Maureen Lane: fifty feet (501); - at and east of Beltramo Rd: thirty feet (301); • Ultimate Right -of -Way [half- street]: fifty -nine feet (59'); Beltramo3_dsn concept Los Angeles Avenue Widening Beltramo to Maureen Lane Conceptual Design August 24, 2001 Page 2 • Proposed Street Improvements: - additional pavement width; - curb & gutter; - six feet (61) wide sidewalk; - two feet wide landscaped area between sidewalk and south right -of -way line; [Note: The parkway landscaping will be designed and installed as a part of a future City parkway landscaping project to be constructed west of Beltramo Ranch Road.] • Striping: Upon completion of the project, the street will be wide enough to accommodate six lanes of traffic; and [Note: Implementation of the six lane striping plan is contingent upon completion of the road widening to the east of the project area, proposed to be constructed by the developer of that property.] • Traffic Signal: Construction of a traffic signal at the Maureen Lane intersection. B. Right -of -Way Acquisition The project requires acquisition of additional street right - of -way on the south side of the street (as shown on Exhibit 2) in order to obtain a fifty -nine feet (591) wide half - street. An additional twenty -nine feet (291) of right -of -way is required at the west end of the project and an additional nine feet (9`) of right -of -way is required from the north side of the properties fronting Maureen Lane. The footprint of the existing residential structure on the lot at the southeast corner of Los Angeles Avenue and Maureen Lane [4880 Maureen Lane] is approximately three feet ( +) from the proposed right -of -way line. The options to be considered in dealing with this matter include: • leave the structure as is, thus creating a substandard side yard setback; and • modify the structure to provide for a greater side yard setback. During property acquisition negotiations with the property owner, these and other possible options will be discussed. It is the intent of staff to retain a consultant to assist in the property acquisition process. In that federal monies will be used to partially fund the construction phase of the project, right -of -way acquisition efforts must conform to certain federal guidelines. Caltrans The design engineer has been in contact with Caltrans regarding the project design requirements. The project will require Caltrans review, approval and issuance of an Encroachment Permit. D. Fiscal Impact 1.
