SUBJECT: Consider Resolution Amending the Salary Plan for
Competitive Service, Non - Competitive Service, and Hourly
Employees and Rescinding Resolution No. 2001 -1861 and
Consider Resolution Amending the Classification Plan and
Rescinding Resolution No. 1843
BACKGROUND
Attached to this report is a draft resolution amending the Salary
Plan to incorporate changes to salary ranges for management (non-
competitive service) division head and department head positions,
to create new finance positions (Budget and Finance Manager and
Accountant I and II), to change the Public Works Supervisor/
Inspector from a competitive service to a non - competitive service
position and revising the title to Public Works Supervisor, to
change the Teen Coordinator from an hourly to a competitive service
position, and to revise the vector control positions titles to
Vector /Animal Control Specialist and Technician. Revisions to
positions are shown with legislative format in the attached Salary
Plan. The actual salary tables that were adopted in July 2001 (to
incorporate a cost -of- living increase) have not been revised, with
the exception of a new effective date (the salary tables are not
included with the attachment to this report, but will be included
in the final resolution) .
Also attached is a draft resolution amending the Classification
Plan to add new job descriptions for Accountant I and II and Budget
and Finance Manager; amend the Public Works Supervisor/ Inspector
position title and essential functions; amend the vector control
positions to Vector /Animal Control Specialist and Technician
positions with a revised list of essential functions and knowledge,
abilities, and experience and training requirements; add
identification of positions exempt from overtime; add consistent
California driver's license requirements; and other minor editorial

corrections. Only the new or substantially revised job descriptions
are included with the attached resolution. A complete copy of the
revised Classification Plan is available for review upon request
(arid will be included with the final resolution).
DISCUSSION
Proposed revisions to salary ranges for division head,'department
head, Assistant City Manager and City Manager positions were
previously discussed with the Council and are intended to
facilitate recruitment efforts as well as to encourage retention of
qualified staff. The salary range revisions for management
positions are shown with legislative format in the attached revised
Salary Plan and are consistent with amounts budgeted for salaries
in ''the fiscal year budget adopted in June 2001 (i.e., a budget
amendment is not required).
A review of salary surveys for comparable jurisdictions showed a
salary- shortfall for the Moorpark management positions from 10 -20+
percent. The increase in range for all management positions on the
attached revised Salary Plan is 5 percent, with the exception of
Administrative Services Director, Assistant to City Manager /City
Clerk, Planning Manager, and the new Budget and Finance Manager
position. Previously, the Administrative Services Director and
Assistant to City Manager /City Clerk had a lower range of 74, with
the other department head positions at range 79. All department
head positions are now shown as having the same range of 79 -81. The
division head positions of Planning Manager and Budget and Finance
Manager are shown as having a range of 71 -74, due to the level of
responsibility for those positions, and to facilitate recruitment
efforts. While the ranges are proposed to be changed for
management employees, the new ranges do not result in an ,increase
in ''salary at this time. For example, a management employee
currently employed at range 74, step F ($38.43 /hour) , would be
changed to range 79, step A ($38.43 /hour). Management employees
currently at the top of their range would be eligible for up to a
5 percent merit raise at the time of their next performance
evaluation.
The new finance positions of Budget and Finance Manager and
Accountant I and II are proposed to be created to allow for a more
traditional staffing situation. The Budget and Finance Manager
would supervise all accounting /finance staff and would function as
a division head reporting to the Administrative Services Director.
The! restructuring is proposed to assist in recruitment efforts.
Past recruitment efforts for Finance /Accounting Manager position
have not been successful. The Budget and Finance Manager would
supervise the newly proposed Accountant I or II position. The

finance position changes are shown with legislative format in the
attached revised Salary and Classification Plans.
The attached revised Salary Plan includes the change of the Public
Works Supervisor/ Inspector position from competitive service to
management (changed from range 60 to 62). The job description in
the Classification Plan has also been revised (as shown with
legislative format), including the change of the position title to
Public Works Supervisor and changes to the list of essential
functions. The proposed revisions better reflect the actual
responsibilities of the position, including supervisory duties and
overtime requirements.
The attached revised Salary Plan also includes the position title
change for the vector control positions to Vector /Animal Control
Specialist and Technician. The attached revised Classification
Plan includes revised job descriptions for both positions,
including changes to essential functions and knowledge, abilities,
and experience and training requirements.
The change to the Teen Coordinator from an hourly to a competitive
service, full -time position is consistent with the Council's budget
approval in June 2001, and is shown with legislative format in the
attached Salary Plan. No change to the Teen Coordinator job
description is required.
Other Classification Plan amendments include the addition of
language identifying all positions exempt from overtime and
consistent California driver's license requirements, and minor
editorial corrections.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE SALARY
PLAN FOR COMPETITIVE SERVICE, NON- COMPETITIVE
SERVICE AND HOURLY EMPLOYEES, AND RESCINDING
RESOLUTION NO. 2001 -1861
WHEREAS, the City Council at its meeting on June 20, 2001,
adopted a new Salary Plan to implement a 2.9 percent (2.9 %) cost -
of- living increase to all salary ranges and to also increase by
one -half percent (.5 %) the deferred compensation payment to be paid
to regular full -time and part -time employees; and
WHEREAS, changes are proposed to the Salary Plan to
incorporate changes to salary ranges for management (non -
competitive service) division head, department head, Assistant City
Manager and City Manager positions; to create new finance positions
(Budget and Finance Manager and Accountant I and II); to change the
Public Works Supervisor /Inspector from a competitive service to a
non - competitive service position and revising the title to Public
Works Supervisor and the range from 60 to 62 revising the position
titles for Vector Control Specialist and Technician positions to
Vector /Animal Control Specialist and Technician; to change the Teen
Coordinator from an hourly to a competitive service position; and
to add identification of positions exempt from overtime.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:

SECTION 2. The corresponding salaries for the ranges
established in Section 1. are attached hereto and incorporated
herein as "Hourly Salary Schedule" Table. Also attached for
information purposes are "Bi- Weekly Salary Schedule ", "Monthly
Salary Schedule" and "Annual Salary Schedule" Tables.
SECTION 3. The Salary Plan is based on ranges of two and one -
half percent (2.5 %) and step increases of two and one -half percent
(2.5 %) with a total of eleven (11) steps. The bi- weekly rate is
based on multiplying the hourly rate by 80 hours. The annual rate
is calculated by multiplying the bi- weekly rate by twenty -six (26)
pay periods. The monthly rate is calculated by dividing the annual
rate by twelve (12) months.
SECTION 4. Effective with the payroll period beginning June
30, 2001, City shall pay a deferred compensation contribution into
a City approved deferred compensation program, for enrolled regular
full -time and regular part -time employees, and the contribution
amount shall be as follows: City Manager - Three percent (3.0 %) of
gross base salary, Department Head positions - two and, one -half
percent (2.5 %) of gross base salary, and all other Management and

Competitive Service regular full -time and regular part -time
positions - Two percent (2.0 %) of gross base salary. Gross base
salary is defined as wages paid as described in the Salary Plan
(reference Section 3. herein) plus any additional wages paid to the
employee which are calculated as a percent of the Salary Plan wages
(excluding deferred compensation payment).
SECTION 5. Effective with the payroll period beginning June
30, 2001, City shall pay compensation to regular non- competitive
and competitive service employees at the rate of thirty cents
($.30) per hour for all hours actually worked, including vacations
and City holidays, but not for any other time off (sick leave,
disability, etc.) for up to forty (40) hours per week for those
regular employees with the demonstrated ability to effectively
speak and understand Spanish. Qualification for this pay shall be
determined by the City Manager at his /her sole discretion.
SECTION 6. Implementation of salary adjustments for positions
noted in Section 1., herein, shall be limited by the performance
review system. Employees shall be evaluated prior to their
anniversary date, and salary adjustments shall be effective as of
the first day of the pay period in which the anniversary date
occurs.
SECTION 7. The implementation of this Salary Plan shall be
applicable to the payroll period beginning. July 28, 2001, except as
otherwise indicated in Sections 4 and 5 herein.
SECTION B. Resolution No. 2001 -1861 is hereby rescinded in
its entirety.
SECTION 9. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original Resolutions.

CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON-
COMPETITIVE AND COMPETITIVE SERVICE EMPLOYEES AND

WHEREAS, the City Council adopted Resolution No. 2001 -1843 on
May 16, 2001, establishing a revised classification plan and job
descriptions for Non- Competitive and Competitive Service employees;
and
WHEREAS, the Council has determined that revisions to the
Classification Plan are appropriate to add Accountant I and II and
Budget and Finance Manager job descriptions; amend the Public Works

Such alterations shall not become an approved part of the Plan
until adoption by City Council resolution.
SECTION 3. Resolution No. 2001 -1843 is hereby rescinded.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.

Experience and Training Guidelines
Any combination of experience and training that would likely
provide the required knowledge and abilities is qualifying. A
typical way to obtain the knowledge and abilities would be:
Experience:
Two years of experience in vector control or pest control.
One year of experience providing information to the public,
preferably in the handling, care, and control of animals; or
Equivalent_ combination of training, education-, and experience
that would provide the required knowledge--'--a--n—d abilities ------------------ - - - -
Training:
Equivalent to the completion of the twelfth grade.
License or Certificate
Possession of, or ability to obtain and maintain, an appropriate,
valid California Driver's License.
Possession of a valid Control Technician Certificate in Mosquito,
Vertebrate, and Terrestrial Invertebrate categories as issued
by the California Department of Health.
Completion of a PC 832 course in Arrest, Search and Seizure, and
Firearms Training within one year of_.employment is desirable.
