Subject: Approval of Plans and Authorization to Advertise for the
Los Angeles Avenue Median Landscaping Project [Project
80251 and the Tierra Rejada Road Parkway Project
[Project 80191.
DISCUSSION
A. Landscape Architectural Design Services
Last December the City retained the services of a landscape
architect to prepare plans for the construction of three
parkway /median landscaping projects, generally described as
follows:
• Project 8019: Parkway landscaping on the north side of
Tierra Rejada Road, east and west of Southhampton Road;
• Project 8025: Median landscaping on Los Angeles Avenue
near Condor Drive;
• Project 8033: Parkway landscaping in the vicinity of the
intersection of Los Angeles Avenue and Tierra Rejada
Road.
The plans for Projects 8019 & 8025 are completed. Work
continues on the plans for Project 8033. Those plans will
have to be reviewed and approved by Caltrans. When approved
by Caltrans, the project will be brought forward for City
Council approval.
B. Project Scope
The scope of the subject work is generally described as
follows:
1. Tierra Rejada Road / Southhampton Road Parkway [Project
8019]: Construction of parkway landscaping on the north
side of Tierra Rejada Road, along the frontage of Tract

2865 -5 [Pacifica] , from a point just east of Southhampton
Road, westerly to a point approximately one thousand feet
(10001) west of Southhampton Road (see Exhibit 1) . The
future parkway landscaping has been designed to be
compatible with the existing parkway landscaping located
west of the project limits.
2. Los Angeles Avenue Median [portion of Project 8025: L. A.
Avenue Rehab] : The recently completed Los Angeles Avenue
Rehabilitation Project (a portion of the 2000 Asphalt
Overlay Project) included the construction of a raised
median on Los Angeles Avenue at and south of the Princeton
Avenue freeway interchange. The subject project provides
for the installation of stamped concrete, irrigation and
landscaping in those new medians (see Exhibit 2).
Note: The roadway rehabilitation work included the
installation of the water meter and the extension
of the water service to the median, in order to
avoid excavation of the new pavement.
C. Fiscal Impact: Improvements
A summary of the estimated project costs is as follows:
1. Tierra Rejada Road Parkway [480191:
a. Funds: For several years the assessment for Zone 2 of
Assessment District AD 84 -2 [Fund 2303] has included an
improvement assessment of $10 per lot to fund the
construction of parkway landscaping on the north side of
Tierra Rejada Road, along the frontage of Tract 2865 -5
[Pacifica] . The total funds available from this source
through the end of FY01 /02, is $45,892.
b. Expenses: A summary of the estimated total cost of this
project is as follows:
Design $ 4,460
Construction $40,000
Inspection $ 540
Six (6) Month Maintenance: $ 3,000
$48,000
c.Budget: The budgeted amount for this project is $42,000.
Additional appropriations, if required, will be
requested at the time the bids are considered.

2. Los Angeles Avenue Median [ #8025]:
a. Funds: This project is funded by the Los Angeles Avenue
AOC Fund [ Fund 25011.
b. Expenses: A summary of the estimated total cost of this
project is as follows:
Design $ 3,350
Construction $25,000
Inspection: $ 650
Six (6) Months Maintenance: $ 1,000

c. Budget: The budget for the Los Angeles Avenue Rehab
Project [ #8025} for FY 2000/01, was adjusted at the time
the rehabilitation project was completed. Additional
funds for the subject landscaping project were not
included in that budget adjustment. At the time the bids
are received, staff will request approval of an
amendment to the FY 2001/02 Budget to appropriate an
additional sum from the L. A. Avenue AOC Fund for the
subject median landscaping project.

D. Maintenance Costs
1. Tierra Rejada Road / Southhampton Road Parkway [ #8019] :
The annual maintenance cost for this parkway will be
charged to Zone 2 of AD84 -2 [Fund 23021. Annual
maintenance costs are estimated to be approximately
$1,600.
2. Los Angeles Avenue Median [ #8025]: The annual maintenance
costs for this median will be charged to the Citywide
landscape assessment [AD84 -2]. Annual maintenance costs
are estimated to be approximately $600.
E. Plans and Specifications
A review copy of the plans and specifications for the subject
project has been placed on top of the file cabinets in the
City Council Conference Room.
F. Project Approval -- Design Immunity
It is recommended below that the City Council approve the
project plans and specifications in order to document City
Council approval of the scope and design of the project. Such
approval is also required for the purpose of establishing
design immunity pursuant to Section 830.6 of the Government
Code of the State of California.
G. Schedule
It is anticipated that the results of the bid opening will be
presented to the City Council in early October, construction
should start in November and the work should be completed by
January 2002. The contractor will be required to maintain
the new landscaping for an additional six (6) months.
STAFF RECOMMENDATION
Approve the project plans and specifications for purposes set
forth in Section F. of this report and authorize staff to
advertise for receipt of bids for construction.
