SUBJECT: Consider Three Resolutions [Resolutions A, B & Cl
Rescinding Resolution Nos. 91 -818 and 2000 -1697
and Revising or Establishing New Parking
Restrictions on Los Angeles Avenue, New Los
Angeles Avenue, Moorpark Avenue, Park Crest Lane,
Spring Road, High Street and Majestic Court.
EXECUTIVE SUMMARY
This presents for adoption the following Resolutions:
• Resolution A: a Resolution 1) rescinding Resolution Nos. 91 -818
and 2000 -1697, and 2) revising and re- establishing parking
restrictions on Los Angeles Avenue and New Los Angeles Avenue
[State Route 1181;
• Resolution B: a Resolution re- establishing certain parking
restrictions on certain local streets, said restrictions having
been set forth in rescinded Resolution No. 91 -818; and
• Resolution C: a Resolution establishing new and /or revised
parking restrictions on Moorpark Avenue south of Los Angeles
Avenue and on Park Crest Lane.
Note: The attached draft Resolutions have been identified as
Resolutions A, B & C in this report for clarity.
BACKGROUND
1. Resolution No. 91 -818 established certain parking restrictions
on Moorpark Avenue south of Los Angeles Avenue, and on certain
other streets as defined herein.
2. One of the Conditions of Approval for RPD97 -1 (Archstone)
requires the developer to install NO STOPPING ANYTIME signs on
both sides of Moorpark Avenue south of Los Angeles Avenue.

3. It is necessary to adopt a Resolution rescinding Resolution No.
91 -818, in order to provide for the required NO STOPPING
ANYTIME parking restrictions on Moorpark Avenue. The
establishment of such parking restrictions on Moorpark Avenue
and on Park Crest Lane is set forth in Resolution C attached as
Exhibit 3.
4. Resolution No. 91 -818 also provided for parking restrictions on
a number of other local streets. Certain of those parking
restrictions would be re- established by adoption of Resolution B
attached as Exhibit 2.
5. Resolution No. 91 -818 also provided for parking restrictions on
State Route 118 - Los Angeles Avenue and New Los Angeles
Avenue. Those parking restrictions would be revised and re-
established by adoption of Resolution A attached as Exhibit 1.
6. Resolution No. 2000 -1697 established NO STOPPING ANYTIME
restrictions on a portion of Los Angeles Avenue. That
Resolution is also being rescinded by Resolution A, that NO
STOPPING ANYTIME restriction being re- established by Resolution A.
DISCUSSION
A Summary of Proposed Actions
Certain parking restriction are proposed to be revised, added
or reestablished unchanged, by adoption of the attached
Resolutions. The street segments affected by the proposed
actions are listed as follows:

B. Moorpark Avenue Parking Restrictions
The Conditions of Approval of the Archstone project requires
that NO STOPPING ANYTIME signs be installed on both sides of
Moorpark Avenue south of Los Angeles Avenue, prior to the
occupancy of the first unit in the Archstone complex. It is
anticipated that the occupancy of the first units of the
Archstone complex will be granted on or about October 1.
The Manager of the Le Club Apartments, which is now owned by
the owner of the Archstone complex, has been directed to advise
all of the residents of the Le Club apartments that the NO
STOPPING ANYTIME restrictions will be imposed.
Resolution C establishes the NO STOPPING ANYTIME restriction on
both sides of Moorpark Avenue, as required by the above
mentioned Conditions of Approval.

The developer will also be required

Certain other parking restrictions on local streets, which were
established by Resolution No. 91 -818, are proposed to be
reestablished by adoption of Resolution B.
Resolution No. 91 -818 included a No Parking Anytime restriction
on the east side of Spring Road south of New Los Angeles
Avenue. In rescinding Resolution No. 91 -818, a parking
restriction does not need to be reestablished on this street
segment. A pre- existing Resolution - Resolution No. 89 -622 -
established a NO STOPPING ANYTIME parking restriction in this
area.
E. State Highway
Adoption of Resolution A establishes a NO STOPPING ANYTIME zone
on both sides of Los Angeles Avenue and New Los Angeles Avenue,
from the freeway westerly to a point just west of Butter Creek
Road. This action will consolidate and expand this parking
restriction on this highway segment as follows:
• Reestablishes the parking restrictions set forth in rescinded
Resolution No. 91 -818;

• Reestablishes the parking restrictions set forth in
Resolution No. 2000 -1697 [south side of the street west of
Moorpark Avenue]; and
• Establishes, for the first time, a NO STOPPING ANYTIME
parking restriction on the north side of the street just west
of Millard Street.
F. Caltrans Review
The California Vehicle Code requires that all parking
restrictions on a State Highway be approved by Caltrans.
Resolution A provides for such review and approval prior to the
effective date of that Resolution.
G. Effective Date
Those portions of Resolution A pertaining to the State Highway
will become effective upon the receipt of Caltrans approval and
the placement of all necessary signs. All other provisions of
Resolution A shall become effective upon adoption.
H. Park Lane
Subsequent to the full construction of Park Lane, appropriate
parking restrictions, if any, will be the subject of a separate
future action.
STAFF RECOMMENDATION
1. Adopt Resolution No. 2001- [Resolution A] rescinding
Resolution Nos. 91 -818 and 2000 -1697, and re- establishing and
revising parking restrictions on Los Angeles Avenue and New
Los Angeles Avenue [State Route 1181.
2. Adopt Resolution No. 2001- [Resolution B] re- establishing
certain parking restrictions on High Street, Spring Road and
Majestic Court, previously set forth in rescinded Resolution
No. 91 -818.
3. Adopt Resolution No. 2001- [Resolution Cl establishing
revised parking restrictions on Moorpark Avenue south of Los
Angeles Avenue and on Park Crest Lane.

RESOLUTION NO. 2001 - [A]
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION
NO. 91 -818 AND NO. 2000 -1697 AND RE-
ESTABLISHING AND REVISING NO STOPPING ANYTIME
PARKING RESTRICTIONS ON LOS ANGELES AVENUE AND
NEW LOS ANGELES AVENUE [STATE ROUTE 1181
WHEREAS, Section 22506 of the California Vehicle Code
provides for the restriction and /or prohibition of parking and /or
stopping on any state highway with the approval of Caltrans; and
WHEREAS, Section 22507 of the California Vehicle Code
provides for the restriction and /or prohibition of parking and /or
stopping on any local streets by a local agency; and
WHEREAS, the City Council adopted Resolution No. 91 -818 and
Resolution No. 2000 -1697 establishing certain parking restrictions
on Los Angeles Avenue, New Los Angeles Avenue (a State Highway)
and on certain other local streets; and
WHEREAS, the City Council has determined that the public need
and necessity require the City to modify and /or add to those
parking restrictions; and
WHEREAS, the City Council has also determined that the
revised parking restrictions for the State Highway should be set
forth in one Resolution and the revised parking restrictions for
local streets should be set forth in separate Resolutions; and
WHEREAS, the revised parking restrictions for the above
referenced local streets are set forth in Resolution No. 2001 -
[B] and 2001- —[C]—; and
WHEREAS, the revised parking restrictions for the above
referenced State Highway have been set forth herein.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Resolution Nos. 91 -818 and 2000 -1697 are hereby
rescinded, said action to become effective as prescribed in
Section 10 herein.
SECTION 2. All Resolutions rescinded by Resolution Nos. 91-
818 and 2000 -1697 shall remain rescinded.
SECTION 3. Any prior actions of the City Council rescinded,
repealed or superseded by Resolution Nos. 91 -818 and 2000 -1697
shall remain rescinded, repealed and superseded.

SECTION 4. "NO STOPPING ANYTIME" zones are hereby established
on both sides of Los Angeles Avenue and New Los Angeles Avenue
[State Route 1181 from the State Route 23 freeway, westerly to a
point one hundred feet (1001) west of Butter Creek Road, as
generally described on Exhibit `A, attached hereto and made a part
hereof.
SECTION 5. Said parking restrictions shall not apply to Bus
Stops, Loading Zones and other such areas designated by a
Resolution of the City Council.
SECTION 6. Said parking restrictions re- establish the NO
STOPPING ANYTIME parking restrictions on Los Angeles Avenue and on
New Los Angeles Avenue which were initially established by
Resolution Nos. 91 -818 and 2000 -1697.
SECTION 7. Said parking restrictions establish a NO STOPPING
ANYTIME parking restriction for the first time, on the north side
of Los Angeles Avenue from Millard Street westerly to a point one
hundred feet (1001) west of Millard Street.
SECTION 8. A copy of this Resolution shall be forwarded to
Caltrans for approval, as required by Section 22506 of the
California Vehicle Code.
SECTION 9. The City Manager is hereby directed to confirm
the placement of signs and /or markings giving notice of these
revised parking restrictions.
SECTION 10. Those portions of this Resolution which pertain
to a State Highway shall become effective upon receipt of the
approval of this Resolution by Caltrans as provided for in Section
8 herein, and the installation of appropriate signs and markings
as required by Section 9 herein. All other provisions of this
Resolution shall become effective immediately.
SECTION 11. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, RE- ENACTING CERTAIN
PARKING RESTRICTIONS ON HIGH STREET, SPRING
ROAD AND MAJESTIC COURT REPEALED BY THE
ADOPTION OF RESOLUTION No. 2001- [A]
WHEREAS, Section 22507 of the California Vehicle Code
provides for the restriction and /or prohibition of parking and /or
stopping on local streets by a local agency; and
WHEREAS, the City Council adopted Resolution No. 2001- _[A]_
rescinding Resolution No. 91 -818 which provided for parking
restrictions on certain local streets; and
WHEREAS, the City Council wishes to re- establish certain of
those parking restrictions as defined herein.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. NO PARKING ANYTIME zones are hereby established
at certain locations generally shown on Exhibit `A' attached
hereto and made a part hereof, and listed as follows:

SECTION 4. Certain other parking restrictions set forth in
Section 7 of Resolution No 91 -818 are superseded as follows:
a. The parking restriction on the east side of Spring Road between
New Los Angeles Avenue and the Arroyo Simi is superseded by a
prior action of the City Council adopting Resolution No. 89 -622,
which established a NO STOPPING ANYTIME zone in this area;
b. The parking restrictions on Moorpark Avenue south of Los Angeles
Avenue have been revised and re- established by the adoption of
Resolution No. 2001- [C]
SECTION 5. The City Manager is hereby directed to confirm
the placement of signs and /or markings giving notice of these
revised parking restrictions.
SECTION 6. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.

PARK CREST LANE
WHEREAS, Section 22507 of the California Vehicle Code

stopping on local streets by a local agency; and
WHEREAS, the City Council adopted Resolution No. 91 -818 which
established parking restrictions on portions of Moorpark Avenue
south of Los Angeles Avenue; and
WHEREAS, the City Council adopted Resolution No. 2001- _[A]_
rescinding Resolution No. 91 -818; and
WHEREAS, the City Council wishes to revise and re- establish
parking restrictions on that street and on Park Crest Lane.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. "NO STOPPING ANYTIME" zones are hereby
established on both sides of Moorpark Avenue south of Los Angeles
Avenue, and on both sides of Park Crest Lane, as generally shown
on Exhibit 'A' attached hereto and made a part hereof.
