Gilbert, Director of Public Works September 11, 2001 (Council Meeting 9- 19 -01) County of Ventura's Moorpark Road Realignment Project 1. On June 20, 2001, the City Council approved an appeal filed by the County of Ventura and directed the issuance of an Encroachment Permit for the work on City streets required by the subject project. Said work would be for the construction of modifications at the intersection of Tierra Rejada Road and Miller Parkway to accommodate the construction of a new Moorpark Road to be the south leg of that intersection. 2. Subsequent to that action, there were discussions between the City and the County about the possible re- design of the County's project to prevent or discourage the flow of north - south through traffic between the "new" Moorpark Road and Miller Parkway. 3. On August 1, the City Council briefly discussed this possible redesign and asked staff to bring back a report regarding options available for prohibiting north -south through traffic. 4. A Memo, dated August 7, 2001, was provided to the City Council which outlined a number of alternative concept plans for the control of traffic through the Miller Parkway intersection. 5. On September 5, 2001, the City Council discussed a number of design concepts. The City Council expressed a preference for the design prepared by the County of Ventura, but with some enhancements. The City Council asked that a final draft concept, based on the discussion that evening, be brought back to the City Council on September 19. Revised Final Draft Design Attached as Exhibit 1 is the final draft design prepared by the County of Ventura in response to the input received from the City Council on September 5. Attached as Exhibit 2 is a copy of the letter from the County which accompanied that plan. B. Alternate Design Attached as Exhibit 3 (for reference) is the initial project design which would allow through traffic at the subject intersection. C. Plan Review and Approval If the City Council selects the design set forth in Exhibit 1, the County has asked that the City's request for the use of that design be signed and sealed by the City Engineer. The letter from the City Engineer requiring that design would state that such direction would be subject to review and approval of the final plans by the City Engineer. Costs for that plan review and approval effort are not known at this time. The estimated cost of that review and approval effort could range from $10,000 to $20,000. A Resolution (Exhibit 4) has been prepared to fund those expenses. When the final plans are prepared and approved by the County and the City Engineer, it is the intent of staff to request that the City Council approve those plans for the• purpose of establishing design immunity. Noll central services Kay Martin Solid Waste Management Jeff Pratt Flood CorwQl SUBJECT: Encroachment Permit - Moorpark Road at Tierra Rejada Project No. 50221 Dear Mr. Gilbert: At the City Council meeting September 5, 2001, the Council directed you to bring back the final revised design concept to their September 19, 2001 meeting. You subsequently requested that I revise and return the attached sketch. As indicated earlier, and although not shown on this sketch, detailed design would include modification to the existing signal for dedicated left and right arrows and appropriate signage. Other enhancements could include placing raised pavement markers or flexible channel delineators in the turn lanes or striped areas. To reiterate the County's position, we do not recommend this design. It reduces the functionality of the intersection and, in our opinion, does not adequately meet the expectations of the average motorist. Accordingly, we request that should the City direct the implementation of this layout or any other similar alternate layout proposed by the City as a requirement of an encroachment permit, that such direction be signed and sealed by a registered engineer employed by and on behalf of the City. We would, however, be willing to include this work in our upcoming construction contract as a condition of an encroachment permit. Our recommended alternative remains the alignment provided in our encroachment permit request dated February 6, 2001. Alternatively we recommend, and we are willing to include in our construction contract at County expense, the alternative alignment provided to you on June 28, 2001.
