Traffenstedt, ATCM /City Clerk September 12, 2001 (CC Meeting of 9/19/01) SUBJECT: Consider Teen Council Appointments BACKGROUND At the Council's meeting on August 1, 2001, nine appointments were made to the Teen Council as follows: Zahabiya Chithiwala (Grade 7), Andrea Green (Grade 7), Todd Koszela (Grade 8), Taylor Skinner (Grade 8), Amanda Lopez (Grade 9), Shannon Pflaumer (Grade 9), Greg Priebe (Grade 9), Brittany Stephens (Grade 11) and Heather Harper (Grade 12). One of those appointments, Amanda Lopez, has apparently moved out of the area and staff has been unable to contact her. Staff is recommending that the Council waive its rules and make one appointment from the applications previously received by June 1, 2001, for the July 1, 2001 through June 30, 2002 appointment year to ensure adequate participation on the Teen Council through June 2002. DISCUSSION The revised Teen Council Guidelines adopted by the Council on August 1 state: All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark, with approval of the City Council, consistent with the adopted Council policy on procedure for appointments. The Teen Council shall consist of no less than seven (7) and no more than eleven (11) members, with a goal of having a minimum of one (1) representative from each grade level from 7th grade to 12th grade. All representatives must be City of Moorpark residents and be enrolled in school. Special attention should be given to insure that all middle schools and high schools Honorable City Council Teen Council Appointments City Council Meeting of September 19, 2001 Page 2 in Moorpark have some representation on the Teen Council. Representatives would typically be limited to not serving more than a total of three years on the Teen Council to allow more teens the opportunity to serve as a Teen Council representative. The following applicants are eligible for consideration based on the above listed appointment criteria: Jennifer Inlow (Grade 7), Elizabeth Saidkhanian (Grade 10), Sarah Harburg (Grade 11), Lindsay Hebert (Grade 11). Staff is recommending appointment of Elizabeth Saidkhanian, Grade 10, since she will provide representation for the only grade level not currently represented on the Teen Council. (A copy of the applications for the above listed candidates will be provided to the Council under separate cover.) The Council's adopted procedure for appointments is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he /she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. STAFF RECOMMENDATION Waive appointment recruitment policy to allow use of prior recruitment applications and make one appointment to the Teen Council for a term to end on June 30, 2002. Work/ Volunteer and Community Activities: I have worked at Postal Annex in "Thousand Oaks part-time for four years. This job entails helping customers, answering phones, and learning postal functions and office services. I am a tutor for high school and elementary school students and babysit when available. "Through the Active Citizens of Today, I have participated in the Amnesty International Program and also have partaken in community projects at the Moorpark Methodist Church such as the Christmas Toy Distribution and Collection of Canned Foods for the Moorpark Food Pantry. In addition, I have helped prepare for the Halloween Village at the Arroyo Vista Recreation Center for two years. I have run in the Revlon Run -Walk for Breast and Ovarian Cancer for four years. I was a member of the "Purple Chocolates" Team that ran to support Joyce Thompson, my neighbor and friend who died this year of cancer. Unfortunately, I have had many women in my life that have been affected by this terrible disease and this motivates me to stay involved in an activity that will help to save many lives. I have volunteered at the Camarillo Shelter playing with the children, and raised money for the Moorpark Crop walk for two years. Through my entire soccer career I have been heavily involved in outside services for AYSO. I have worked in the snack bar and distributed Sees Candy for their annual fundraising event. Furthermore, for my Australia bound soccer team, though I reached my travel expense objective early on. I have stayed involved and donated my help to raise money for my teammates. 3. Why are you interested ?: I am interested in the City of Moorpark Teen Council because I would like to participate in activities that improve Moorpark as a society and make a difference in the lives of teenagers and other citizens. I believe I would be a reliable voice in Teen Council to communicate the will and desires of my peers. It would also offer an ideal opportunity to meet more people and to get involved in community activities. 4. Projects/ Programs you would like to see addressed: I have attended dances and other activities put on for teenagers by the Teen Council, however I would like to see the council play a larger part in reaching out to the poor and underprivileged in Moorpark. 5. Future Personal/ Professional Goals: In the future, I hope to attend a college such as Stanford and attain a degree in business. I then hope to use my education to help society and those who are less fortunate.
