SUBJECT: Consider Park Improvement Project Status Report
DISCUSSION
At the September 5 City Council meeting, staff was asked to
prepare a status report on park improvement related projects.
This Agenda Report serves to provide the requested information.
All of the following projects are included in the City's FY
2001/02 Goals and Objectives:
Community Aquatics Facility: The City currently has an
agreement with the architectural firm of Martinez and
Amador, to design the facility. Additionally, the City has
secured a project manager, PICON; conducted a geological
test; prepared a topographical survey; and mapped
underground utilities in the project area.
To date, staff has conducted three meetings with the
architect. The initial meeting involved discussions with
the City Engineer regarding drainage issues and water run-
off requirements (NPDES) , site logistics, City process and
permit requirements, and existing and future utility needs.
At the second meeting, the discussion centered around the
project budget and the City's desired amenities. At that
meeting, we had an opportunity to review potential facility
design options and their associated costs. The third
meeting was devoted to discussions about facility layout
options, desired amenities for a competitive pool and the
associated costs, provisions for future potential ground
water issues, and plans for community input.

The next steps include designing additional sewer pump
capacity, discussing participation by MUSD, and preparing
for a community workshop.
AVCP Phase II Restroom /Concession /Storage

Staff conducted a meeting early on with AYSO to discuss the
space needs of the organization. At the time, we were
unable to arrange a meeting with Packer Football, but did
conduct several discussions over the telephone about their
needs and desires for space and the use of a concession
facility. This led staff to increase the size of the
storage area to twice the size of the existing facility.
The civil engineer's water and sewer plans have been
submitted for plan check. The plans were also shared with
the building architect and electrical engineer, so that
they can incorporate the utility connections into their
plans. The soils report on the building site has also been
completed and forwarded to the architect for inclusion in
the building specifications.
Staff is in the process of preparing bid documents for the
construction work. The project is on line to begin
construction around the first of January, 2002.
AVCP Phase II - Sports Fields: The City completed the
conceptual plan for AVCP Phase II, which includes the
undeveloped, eastern portion of the park. The City Council
identified the completion of the sports fields, included in
the conceptual plan, as one of its priorities for FY
2001/02. At this time, staff is attempting to secure a
project manager for this project to assist with the
development of an RFP to select a landscape architect to
design construction drawings and specifications.
At this time, this project is probably 9 to 12 months away
from the start of construction. If assistance is not
secured, this project may take longer to complete.

Skatepark (s) : The City Council included the siting and
construction of one or two permanent skateparks. In June,
the Park and Recreation Commission toured three local
skateparks. At its meeting in September, the Commission was
presented with construction options for skateparks which
included cost estimates. It is anticipated that the
Commission will need two or three more months before it is
in a position to forward a recommendation to the Council.
Villa Campesina Park Improvements: Another FY 2001/02
Objective includes several improvements at Villa Campesina
Park. The improvements include a playlot (this park
currently has no playlot), half -court basketball court, and
a drinking fountain. At a future date, the City Council
will be asked to approve the design and placement of these
features. In regards to the playlot equipment, at its
September meeting, the Parks and Recreation Commission
selected an Ad Hoc Committee consisting of two
Commissioners to develop a recommendation for the full
Commissions consideration. The Commission expressed its
desire to work with the residents in the Villa Campesina
area on this effort. No other progress on this project has
been made.

Park Monument Signs: Another Objective for FY 2001/02
involves park monument signs. It is planned that Villa
Campesina and Campus parks, which currently do not have
signs, will receive one, and the existing signs at Mountain
Meadows and Tierra Rejada parks will be replaced and
updated. No progress has been made on this project.
Consider Back -Up Power for AVRC: The Council included the
design and installation of a back -up power system for AVRC.
In addition to a traditional solar system and generator
power, staff has been asked to look into a photovoltaic
solar system. No progress has been made on this project.

Metrolink Station Landscape Improvements: While this
project is not considered a "park project ", its progress
competes for staff time along with the other aforementioned
projects. This project was first identified as an Objective
in FY 2000/01. The City received a federal transportation
grant to construct landscape improvements in the south
Metrolink parking lot, adjacent to Moorpark Avenue. To
date, staff is in the process of completing the formal bid
process for the design of the landscape improvements (bid
process closed September 18). An agreement with the
successful landscape architect will be negotiated. It is
anticipated that it will take approximately eight weeks to
complete the design process and prepare bid documents for
construction.
In addition to the aforementioned projects, which are listed in
the City's Goals and Objectives, Council also approved a number
of other park improvement projects which were included in the FY
2001/02 budget, for which staff is attempting to make progress.
Those projects include the following:
• Campus Canyon Park: Replace the wrought iron fence. No
progress.
• Poindexter Park: This project was carried over from FY
2000/01 and includes the replacement of two park
picnic gazeboes. Staff has secured price proposals and
selected a vendor. Currently working to receive
Building Official's approval on the structural design
before approving for installation.
• AVCP: Picnic shelter and tables to be located at the
tennis court area. No progress has been made.
• Community Center Park: This project was carried over
from FY 2000/01 and involves the replacement of the
playlot equipment at the Community Center Park. The
Parks and Recreation Commission has selected a design
and staff is currently processing a purchase order.
Yet to be completed is the installation bid process
and efforts to install ADA handicapped accessible
playlot surfacing. This project should be completed by
January 31, 2002.

• Peach Hill Park: This park is scheduled to receive a
couple of "stand- alone" playlot equipment pieces. No
progress has been made.
• Glenwood Park: In FY 2000/01, this park was scheduled
for the installation of poured -in -place rubber, ADA
handicapped accessible surfacing, in one of its
playlots. The design and specification for the project
has been completed, and it is staff's intent to
include the project in the Request for Proposal
process for the Community Center Park project.
Additionally, the FY 2001/02 budget includes funds for
a "stand alone" playlot equipment piece. No progress
has been made on this purchase.
• Park Drinking Fountains: Ten parks are scheduled to
receive replacement drinking fountains. Villa
Campesina Park, which currently does not have a
drinking fountain, is scheduled to receive one. This
effort will include bringing a potable water line into
the park. No progress has been made on this project to
date, but the work will be incorporated with the other
improvements planned for this park.
