Benson MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Maureen Benson, City Clerk DATE: 1/16/2019 Regular Meeting SUBJECT: Consider Appointments to the Citizens Transportation Advisory Committee BACKGROUND The Citizens Transportation Advisory Committee (CTAC) acts as an advisory board to the Ventura County Transportation Commission on matters concerning transportation planning and the annual identification of possible unmet public transit needs. The City has two representatives and one alternate who serve on this committee for a two-year term. The current term for both appointees expired on December 31, 2018. DISCUSSION Recruitment to fill these positions ended on November 9, 2018, but due to only one application having been received from Josh Donner, the recruitment was extended to December 14, 2018. The City has now received applications from the following: Josh Donner (previous alternate member 2016-present) Yuri Yurovski The applications have been provided to Council under separate cover. The Council’s adopted procedure for appointments (Policy 2.2 [9.] of Resolution 2018- 3763) is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. Item: 9.B. 387 Honorable City Council January 16 2019 Regular Meeting Page 2 C. The Mayor shall then make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. Staff could continue to recruit for an alternate to serve, however given that the recruitment has already been conducted and the timeframe for submitting applications was extended and yielded interest from only one more applicant, it is not likely that another recruitment would yield additional candidates. STAFF RECOMMENDATION 1) Appoint two City representatives to serve on the Citizens Transportation Advisory Committee for a term ending December 2020; and 2) Direct staff whether or not to conduct a third recruitment for an alternate member. 388
