Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting and for Presentation /Action /Discussion items prior to the beginning of the first item of the Presentation /Action /Discussion portion of the Agenda. Speaker Cards for a Public Hearing must be received prior to the beginning of the Public Hearing. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: 9. PUBLIC HEARINGS: A. Consider Final Environmental Impact Report (SCH- 1994081075), General Plan Amendment No. 99 -01, Zone Change No. 99 -01, Residential Planned Development No. 99 -02 and Vesting Tentative Tract Map No. 5187, to Develop 250 Single - family Homes on a Portion of a 350 - acre Site, Located on the West Side of Walnut Canyon Road, Approximately 3,500 feet North of Casey Road. Applicant: West Pointe Homes. (Continued Open Public Hearing from City Council meeting of October 3, 2001) Staff Recommendation: 1) Accept public testimony; discuss and consider all comments; and 2) Continue this item, Public Hearing open, to November 7, 2001. B. Consider a Revised Open Space, Conservation and Recreation Element (OSCAR) to the Moorpark General Plan. Staff Recommendation: 1) Open the public hearing, accept public testimony, and close the public hearing; 2) Consider the Initial Study and Negative Declaration for the updated OSCAR Element; adopt the Negative Declaration; and 3) Adopt Resolution No. 2001- to Amend the General Plan of the City of Moorpark by adopting an updated OSCAR Element. 10. PRESENTATION /ACTION /DISCUSSION: A. Consider Compressed Natural Gas (CNG) Fuel Option in Procurement of Two (2) Transit Buses. (Continued from City Council meeting of October 3, 2001) Staff Recommendation: Authorize staff to: 1) Purchase two new conventional fuel buses, not to exceed $300,000, City Council Agenda October 17, 2001 Page 3 10. PRESENTATION /ACTION /DISCUSSION: (continued) using the State Department of General Services contract with Creative Bus Sales; 2) Obtain an inspection services agreement, subject to final approval by the City Manager; 3) Surplus the 1995 GMC Champion Bus; and 4) evaluate the City's future alternative fueling needs and provide the Council with a recommendation on a possible future CNG fueling station. B. Consider Resolution Expressing the Council's Opposition to Modifications Proposed to Grimes Rock, Inc. (Major Modification to CUP 4874) and Best Rock Products Corporation (Modification No. 3 to CUP 4171) Mining Projects in the County of Ventura. Staff Recommendation: Adopt Resolution No. 2001- C. Consider an Ordinance to Revise and Update Chapter 10.04 of the Moorpark Municipal Code Regarding Parking Prohibitions. Staff Recommendation: Introduce Ordinance No. for first reading. D. Consider Modification of the General Plan Amendment Pre - Screening Procedure Concerning Projects That May Have Potential Minor Effect on Land Use and Development Patterns. Staff Recommendation: Direct staff as deemed appropriate. E. Consider Appointment of an Ad Hoc Committee for Zelman Retail Partners Development Agreement and Related Entitlements (Moorpark Marketplace Project Proposed for New Los Angeles Avenue and Miller Parkway Site) . D. _Consider Final "Cleanup" Budget Amendment for 2000/2001 Fiscal Year. Staff Recommendation: Adopt Resolution No. 2001- amending the 2000/2001 budget. (ROLL CALL VOTE REQUIRED) E. Consider Bids for the Construction of the Los Anqeles Avenue Median Project [8025] and the Tierra Rejada Road Parkway Project [8019].
