CALL TO ORDER: Mayor Hunter called the meeting to order at 6:31 p.m. 2. ROLL CALL: Present: Councilmembers Harper, Millhouse, Wozniak, and Mayor Hunter Absent: Councilmember Mikos Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; Ken Gilbert, Director of Public Works; and Wayne Loftus, Director of Community Development 3. PUBLIC COMMENT: None. 4.I PRESENTATION /ACTION /DISCUSSION: A. Consider Adoption of an Interim Ordinance Enacting for a Period of Forty -five Days a Moratorium on the Issuance of Permits for Construction or Placement of Wireless Telecommunications Facilities in the City, and Declaring the Urgency Thereof. Staff Recommendation: Adopt Interim Ordinance No. 272. Mr. Kueny gave the staff report. Mayor Hunter explained moratorium procedure and schedule. In response to Councilmember Harper, Mr. Loftus described the clustered locations for wireless telecommunications facilities, including antennas, already located in the City. Minutes of the City Council Moorpark, California Page 2 July 19, 2001 Fred White, a Moorpark resident, expressed aesthetic and health and safety concerns about the Digital Wireless antenna proposal for the Peach Hill water tank site. Hugh Finlay, a Moorpark resident, expressed concerns about the proposed installation of antennas at the Peach Hill water tank site, including possible health risks and microwave radiation exposure. MOTION: Councilmember Millhouse moved and Councilmember Harper seconded a motion to waive full reading of Ordinance No. 272. The motion carried by voice vote 4 -0, Councilmember Mikos absent.
