Riley, Assistant City Manager November 8, 2001 (CC Meeting of 11/13/01) SUBJECT: The City Council is Requested to Consider the Appointment of a City Veteran's Liaison to the Ventura Veteran's Home Project Committee DISCUSSION The City of Moorpark recently received a request from the City Council of the City of Ventura to appoint a City of Moorpark representative to sit on a new Countywide committee being established to advocate for the State funds necessary to build a Veteran's Home in Ventura County. A copy of the letter from the City of Buenaventura is attached. The site of the Veteran's Home was selected by the State to be located in eastern Ventura, and would provide services to Veterans throughout Ventura County and the local surrounding area. Currently, Ventura is awaiting State funding appropriations that may be in jeopardy without a show of local support. The City's Liaison would attend strategy meetings to discuss legislative actions at the State level relating to funding for the Veteran's Home, and would also be asked to provide letters of support. STAFF RECOMMENDATION It is recommended that City Council appoint a City of Moorpark Veterans Liaison to the Ventura Veteran's Home Project Committee. Cnrncilmember The State of California selected the City of Ventura as a site for one of the next state - funded Veteran's Home projects. The development of the Veteran's Home in Ventura County would be beneficial for many reasons. The project would provide a 400 unit Veteran's Home in a strategically located regional area to serve the Veterans. Facility users, as well as their families, would enjoy the moderate climate and amenities that the area has to offer while bringing new employment opportunities to the region. Currently, Ventura is awaiting State funding appropriations behind the Lancaster site. The current political environment may present a situation that could alter Ventura's position if continued local support diminishes. Failure to act quickly could result in a change in funding priorities and consequently, Ventura's project being preempted. At its meeting of October 22, 2001, the Ventura City Council approved a motion inviting all of the cities in the tri- counties to support the Veteran's Home project. This is an important issue for Ventura, as well as, the tri- county area. Therefore, the Ventura City Council is encouraging the cities in the tri- county area to appoint a ''Veteran's Liaison" to participate in discussions and legislative actions at the State level relating to funding for the Ventura Veteran's Home. In doing so, the hope is that the Ventura Home site will remain in its present position on the priority list and soon come to fruition. Also, the City is enlisting your assistance by sending letters to the Governor that show your support for the Veteran's Home.
