Traffenstedt, Actinvg Director of Community Development ✓ 5_1 Date: November 29, 2001 (CC Meeting of 12/5/01) Subject: Consideration of Certification of Final Environmental Impact Report (SCH- 1994081075), General Plan Amendment No. 99 -01, Zone Change No. 99 -01, Residential Planned Development No. 99 -02 and Vesting Tentative Tract Map No. 5187, to Develop 250 Single - family Homes on a Portion of a 350 -acre Site, Located on the West Side of Walnut Canyon Road, Approximately 3,500 feet North of Casey Road. Applicant: West Pointe Homes. (Continued with Public Hearing Open from City Council Meeting of November 7, 2001) BACKGROUND On October 3, 2001, the City Council opened the Public Hearing on the General Plan Amendment, Zone Change, Residential Planned Development and Vesting Tentative Tract Map, as noted above, for the proposed single - family residential project known as North Ranch at Moorpark (West Pointe Homes; Assessors Parcel Numbers 500 - 260 -025, 045, 075, 085 and 095; 500 - 270 -90, 140, 155 and 165) . Located on the west side of Walnut Canyon Road (SR -23), approximately 3,500 feet north of Casey Road, this project proposes 250 single - family dwellings on a 350 -acre site comprised of level to steeply, sloping land. The City Council on October 3, 2001, received the applicant's presentation, and brief public testimony and directed questions to staff before continuing the item to October 17, 2001. On October 17, 2001, after receiving the applicant's response to many of City Council's questions and concerns, the item was continued to November 7, 2001, and subsequently to this date to allow the opportunity to combine decision points on the EIR, project and Development Agreement. S: \Community Development \Everyone \Zone Ordinance �; Amendments \westpointel2.05.Olccstfrpt.doc West Pointe Homes City Council Agenda Report December 5, 2001 Page 2 DISCUSSION The applicant, EIR Consultant and Dr. Mikos met to review and clarify portions of the project and the environmental documents on November 28, 2001. The consultant is preparing revisions to the mitigation- monitoring program to clarify language and to strengthen the Mitigation Monitoring Plan based upon that discussion. Staff is finalizing the conditions of approval so that the conditions are consistent with mitigation measures as revised by the consultant. Some conditions need to be made clearer as to timing and the relationship to either the tract map or the residential planned development permit and to eliminate duplications. New diagrams consistent with the general plan and zoning designations are being prepared that include specific acreage /lot sizes and densities for inclusion in the final package for Council consideration and adoption. The project Development Agreement is listed as a separate item on this City Council agenda. City Council should continue to discuss issues of concern so that staff, consultant and applicant may complete the required documentation in time for the December 19 meeting. One item for Council consideration and direction is the standard to apply to "A" Street. "A" Street is required as a public street to connect with a future street alignment in Specific Plan No. 1. The preliminary land plan for SP -1 reflects that the "A" Street alignment will continue southerly to an intersection with the proposed "North Hills Parkway" (old 118 bypass) . The street then proceeds south to Casey Road or to the extension of High Street north of the UP tracks, depending on the alternative approved. No homes within SP -1 take direct access to this street. This street section could be a standard collector or a rural collector of either two (2) lanes or four (4) lanes. Since this will be a new street for inclusion to the circulation element update, direction is needed to establish the right -of -way for "A" Street such that future construction of four lanes from Walnut Canyon Road to Casey Road and /or High Street would not be precluded as an option. STAFF RECOMMENDATION Continue to accept public testimony and continue the public hearing to December 19, 2001.
