Gilbert, Director of Public Works Date: November 15, 2001 (Council Meeting 12 -5 -01) Subject: Resolution No. 2001- Establishing a "Parking in Excess of One -Hour by Permit Only" Zone on Summerglen Court BACKGROUND In March of 1997, the City Council adopted a Resolution establishing a "One -Hour Parking Zone - Permits Exempt" on the streets within the Willows II HOA (see Exhibit 1) . This action was taken in response to complaints regarding "High School parking" on the residential streets in that neighborhood. DISCUSSION A. Request / Questionnaire The City received a letter (Exhibit 2) requesting that this parking restriction be extended to include Summerglen Court. Not knowing the full extent of the problem, a Questionnaire (Exhibit 3) was mailed to the residents of the four (4) streets just north of the Willows II HOA (see Exhibit 1), those streets being a portion of the Creekside HOA. summerglen- 011121 Summerglen Court: One -Hour Parking November 15, 2001 Page 2 B. Results of Questionnaire The Questionnaire asked whether or not the affected parties were in favor or against the establishment of the proposed parking restriction on their street. The results of the Questionnaire are as follows: Street Yes No Maybe No Resp. C. Committee Review This matter was considered by the Transportation and Streets Committee (Councilmembers Mikos and Millhouse) at its October 15C meeting and its November 51h meeting. It was the view of the Committee that the parking restriction be extended to only Summerglen Court. D. Migration It is anticipated by staff that the problem may migrate to Honeyglen Court and other streets to the east. Should that occur and should the residents of those streets wish the parking restriction to be imposed on those streets, a Resolution to that effect will be brought to the City Council. E. Proposed Parking Restriction The proposed "One- Hour" parking restriction would be effective 7:00 a.m. to 2:00 p.m., Monday through Friday. Residents could obtain parking permit decals, exempting their vehicles from the one -hour parking restriction. F. Notice One -Hour Parking An informal Notice (Exhibit 5) of this proposed action was sent to the residents of all four streets. Although the matter will not appear on the agenda as a public hearing, interested or concerned residents were invited to provide input prior to the City Council taking action. STAFF RECOMMENDATION Adopt Resolution No. 2001- (Exhibit 6) establishing a "One - Hour Parking - Permits Exempt" zone on Summerglen Court. The number of high school students who park on my street has substantially increased this year, due to construction at the high school. Many days there is little or no room left for residents, not to mention the speeding and trash problems associated with these students. I know the problem is most acute on Sur merglen, as this is the_ first street directly east of Moorpark High. All of the residents on the remaining "Glen" streets further east do not experience the magnitude of the problem as we do. Please address this issue with that point in mind. I am looking forward to a resolution of this matter. The purpose of this questionnaire is to seek your opinion regarding the need or necessity of such an action. Background: The City has established "One -Hour Parking" zones in the residential neighborhoods in the vicinity of Moorpark College, to alleviate problems caused by the parking of "non - local" vehicles. Similar parking restrictions were recently established on Willow Springs Drive and other streets in the Willows II HOA, to alleviate similar problems caused by High School overflow parking. Request: The City has been asked to expand those parking restrictions to your neighborhood (see map on reverse side) in order to alleviate problems caused by High School overflow parking. Permit: The above mentioned parking restrictions provide for the issuance of permit decals to the owners and residents in the affected area, making their vehicles exempt from the parking time limit. Your View: Please mark and return this questionnaire to the address noted below by October 22, 2001. A Parking Permit does not exempt any vehicle from any other parking restriction (i.e. Street Sweeping, etc.). • In order to obtain a Parking Permit, the owner or residents of a property within an affected area must complete a Parking Permit Application. The application must be accompanied by documentation (registration, proof of insurance, etc.) which clearly shows that the license number of the vehicle to be permitted is registered to the applicant's address. • Parking Permits are issued for a two year period and must be renewed. • The permit must be attached to the left rear bumper or the left rear window of the vehicle. • Each owner /resident may also be issued ONE Guest Permit, valid for no more than two years. Guest Permits may also be renewed. • The owner /resident may also be issued additional Temporary Parking Permits for Special Events, as follows: > duration of Event: not to exceed 10 consecutive days > maximum number of permits for any one Event: six (6) > maximum number of Events per year: six (6). • Guest Permits and Temporary Parking Permits must be displayed on the drivers side dash, and visible from the outside of the vehicle. The proposed action was in response to concerns raised about High School overflow parking on your street. Parking Restriction: The action being considered was the establishment of "One -Hour Parking" zones on four (4) streets in your neighborhood: Summerglen Court, Honeyglen Court, Appleglen Court and Skyglen Court. The parking restriction would allow for the issuance of permits to residents, exempting them from this parking restriction. The Committee concurred with the recommendation of staff that the proposed parking restriction be applied to Summerglen Court only. City Council Action: On December 5, 2001, the City Council will consider the adoption of a Resolution establishing the proposed "One -hour Parking" restriction on Summerglen Court only. The City Council meeting will be held at 6:30 p.m. at City Hall, 799 Moorpark Avenue. Public Input: You are invited to provide written or oral testimony on this proposed action. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A ONE HOUR PARKING zone is hereby established on Summerglen Court. SECTION 2. Said ONE HOUR PARKING restriction shall only be effective between the hours of 7:00 a.m. and 2:00 p.m., Monday through Friday. SECTION 3. Said parking restriction shall not apply to any vehicle displaying a permit issued by the City exempting said vehicle from said parking restriction. SECTION 4. Such parking permits may only be issued in accordance with the procedures set forth in Exhibit "A ". SECTION 5. A parking permit shall not exempt said vehicle from any other parking restriction imposed on the streets subject to these provisions. SECTION 6. The City Manager is directed to cause the placement and maintenance of appropriate signs giving notice of these parking restrictions and regulations. r Resolution No. 2001 - Page 2 SECTION 7. ATTEST: Patrick Hunter, Mayor Deborah Traffenstedt, City Clerk Resolution No. 2001 - Exhibit "A" Page 1 Procedures For Issuance of PARKING PERMITS PURPOSE To establish procedures for the administration of the issuance of permits for on- street parking. GUIDELINES The City Council of the City of Moorpark has adopted, and may from time to time adopt additional resolutions, which establish restricted parking zones with provisions for exemptions from the stipulated parking regulations. The parking regulations established for such restricted parking zones shall apply to all vehicles, except those vehicles which properly display a PARKING PERMIT which has been issued by the City of Moorpark in accordance with these procedures. PROCEDURES 1. These procedures shall only apply to certain residential properties (hereinafter referred to as "affected property ") which front upon a portion of a street subject to parking restrictions which have provisions for the granting of an exemption by means of the issuance of an appropriate parking permit. 2. Said parking restriction exemption shall only be made applicable to any given vehicle through the granting of a PARKING PERMIT issued in accordance with the procedures set forth herein. 3. Such a PARKING PERMIT may only be issued to the owner or resident of an affected property. 4. Any owner or resident of an affected property who wishes to be issued a PARKING PERMIT, must first file with the City a Parking Permit Application. 5. In order to be approved, a Parking Permit Application must state the address of an affected property and that the applicant either resides at or is the owner of said affected property. Such Application must also contain sufficient information pertaining to the vehicle(s) to be issued permit(s), to clearly show that said vehicles) is (are) registered to the applicant. The applicant may be required to present documents (i.e. vehicle registration, insurance certificate, etc.) to confirm such information. 7. PARKING PERMITS shall ONLY be issued to vehicles which show the registered owner's address to be the same as that of the applicant. Permits shall be issued to specific vehicles. In order to be valid, a Permit must be placed on the vehicle to which it was issued. 8. Decal PARKING PERMITS shall be affixed t< bumper of the vehicle. The owner /resident of an affected property may be issued ONE Annual Guest Parking Permit per year. 11. The owner /resident of an affected property may be issued additional Temporary Parking Permits in accordance with the following guidelines: • said Permits shall be issued for a period of time NOT TO EXCEED ten (10) consecutive days. • a maximum of six (6) Permits may be issued for any one occurrence. • the number of such occurrences per year shall not exceed six (6) . 12. Temporary Parking Permits shall be placed on the dashboard on the drivers' side of the vehicle. Resolution No. 2001 - Exhibit "A" Page 3 13. All Parking Permits, Annual Guest Permits and Temporary Parking Permits shall be issued to facilitate the parking of vehicles on the street at the address of the applicant and shall not be valid for the parking of vehicles at any other location. 14. The issuance of a Parking Permit to any vehicle shall not exempt said vehicle from any provision of any other City regulation or any provision of the California Vehicle Code, including any Street Sweeping Parking Restrictions. 15. PARKING PERMITS shall not be issued to any over weight vehicle as defined by City Ordinance or the California Vehicle Code.
