CONSIDER REDUCTION OF IMPROVEMENT BONDS FOR SUBDIVISION
IMPROVEMENT AND GRADING OF CARLSBERG TRACT MAP 4973
Conejo Freeway Properties, Ltd. is the developer of Tract 4973.
Tract Map 4973 represents a land division of 210.68 acres into 4
lots for residential and commercial development. The tract is
bordered by Spring Road to the West, New Los Angeles Avenue to the
North, SR -23 Freeway to the East and Tract 4974 to the South.
DISCUSSION
Construction and installation of most of the landscaping, grading,
storm drain and street improvements have been substantially
completed in accordance with the approved plans and conditions of
development. The City is currently holding bonds for landscaping,
grading, storm drain and street improvements. The developer has
requested a reduction of these bonds.
Staff has reviewed the list of remaining work items and has
determined that issues remaining to be resolved include the
completion of the traffic signal at Miller Parkway and `A' Street,
continued erosion control responsibilities, repair of damaged storm
drain facilities and other items of work that may become evident.
While the majority of the signal has been completed, the commercial
lots it serves are not developed and the conduit and loop detection
units for those lots have not been installed or tested. The other
work items will be ongoing responsibilities of the developer until
completion of the warranty period and 100% exoneration of the
bonds.
It has been the City's practice to not reduce sureties by more than
50% until all work has been accepted by the City as complete.
