SUBJECT: Conceptual Plan for the Realignment of Flinn Avenue
[Project 80371

A. Police Services Facility
The City is working toward the construction of a new Police
Services facility, to be constructed on the vacant property
northeast of Spring Road and Flinn Avenue. One prerequisite of
the site development efforts for that project is the subject
road realignment project.
B. Budget
The FY2001 /02 Budget includes funding for the subject project
(Project 8037) . The total budget amount is $460,000, one -half
funded by the Los Angeles Avenue AOC Fund and the other half
funded by the Moorpark Redevelopment Agency (MRA).
C. Project Description
The subject project calls for the realignment of Flinn Avenue
to intersect Spring Road at Second Street, and the construction
of a traffic signal at that new four -way intersection.
D. Desiqn Consultant
The City has retained the services of Hawks and Associates to
provide certain civil engineering services required for the
development of the design for the subject project.

E. Spring Road Widening Project
The City has also retained Hawks and Associates to prepare the
design plans for a separate project to widen Spring Road
between New Los Angeles Avenue and the rail crossing. That
project calls for widening to the east side of the street to
allow for two lanes in each direction, a raised center median
and bike lanes.
F. Phased Construction
in order to expedite that work required to complete the street
improvements for the Police Services site, it is the intent of
staff to construct the Flinn Avenue and Spring Road projects in
two phases generally described as foilows:
• Phase 1: Flinn Avenue:
- Flinn Avenue Realignment;
- Spring Road widening north of (new] Flinn Avenue;
- Spring Road widening immediately south of the new Flinn
Avenue; and
- Traffic Signal.
• Phase 2: Spring Road
- street widening south of Flinn Avenue;
- required relocation of the traffic signal poles at the
northeast corner of Spring Road and New Los Angeles
Avenue;
- street restriping;
- median construction; and
- median (and parkway) landscaping.
G. Topographic Survey
The topographic survey required for the project will be
performed in a manner suitable for use by the architect for the
Police Services site. This approach will reduce overall design
costs.
H. Design Concept
Attached as Exhibit 1 is a sketch illustrating the recommended
design concept for the realignment of Flinn Avenue.

I. Right -of -Way Acquisition
1. Flinn Avenue: The right -of -way for the realigned of Flinn
Avenue will be conveyed to the City by the MRA.
2. Spring Road Widening:
a. The additional street right -of -way required north of the
existing Flinn Avenue, will also be conveyed to the City
by the MRA.
b. The additional street right -of -way required from the
property at the southeast corner of Flinn Avenue and
Spring Road, will be acquired from that property.
J. Street Vacation
The "old" alignment of Flinn Avenue will be vacated. The title
work required for that phase of the work has not yet been
performed. It is presumed, however, that the north half of that
vacated street will revert to the MRA and the south half will
revert to the properties on the south side of the existing
Flinn Avenue (see Exhibit 2). That relinquishment of property
will be a consideration during negotiations for the acquisition
of additional street right -of -way along the Spring Road
frontage of that property.
K. Utilities / Storm Drain
It should be noted that it is the design intent to preserve,
rather than relocate, any utilities located within the existing
Flinn Avenue alignment. This will require the preparation and
recordation of easements for each of those existing utilities.
one such utility is the existing City storm drain located in
Flinn Avenue.
L. Property at Southeast Corner
As mentioned above, staff will be working with the owner of the
property at the southeast corner of Spring Road and Flinn
Avenue on the acquisition of street right -of -way along the
Spring Road frontage of that property. It is the intent of
staff to also work with that owner on the relocation of and /or
modification to the access and parking for that property. It
should be noted that the final design for the access, parking
and landscaping for that project has not been finalized and
will be a product of those negotiations.

M. Remnant Parcel
The project will create a remnant parcel at the southeast
corner of the new intersection (see Exhibit 3). This site could
be used for the City's "Art -in- Public - Places" program.
N. Next Steps
Upon City Council approval of the Conceptual Plan, the
following steps will be taken:
1. Environmental Report: Staff is currently working to obtain
the services of a planning consultant to prepare an
environmental document (presumed to be a Negative
Declaration) for both the Flinn Avenue Realignment Project
and the Spring Road Widening Project.
2. Right -of -Way Acquisition: Staff will proceed with the
right -of -way acquisition efforts described in Section I.
3. Final Design: The design consultant will proceed with the
preparation of the final plans and specifications.
O. Grant
Staff is investigating the potential of seeking and obtaining
grant funding under the State Hazard Elimination Safety Program
[HES], for the partial funding of this project. Progress of
those efforts will be reported to the City Council as details
become available.
STAFF RECOMMENDATION
Approve the conceptual design (Exhibit 1) for the realignment of
Flinn Avenue.
