HomeMy WebLinkAboutMIN 2019 0124 CC SPC MINUTES OF THE CITY COUNCIL Moorpark, California January 24, 2019 A Special Meeting of the City Council of the City of Moorpark was held on January 24, 2019, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:32 p.m. 2. PLEDGE OF ALLEGIANCE: Moorpark resident and Moorpark American Legion member, Jim Carpenter led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; Deborah Traffenstedt, Assistant City Manager; Brian Chong, Assistant to the City Manager; Jeremy Laurentowski, Parks and Recreation Director; Sean Corrigan, City Engineer/Public Works Director; Joseph Fiss, Acting Community Development Director; Jessica Sandifer, Community Services Manager; and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Clean Power Alliance Public Workshop. Staff Recommendation: Receive and file Community presentation from Clean Power Alliance. Mr. Brown gave opening remarks and described the parameters of the workshop. Ms. Sandifer gave the staff report and introduced Executive Director Ted Bardacke from Clean Power Alliance. Minutes of the City Council Moorpark, California Page 2 January 24, 2019 Mr. Bardacke gave a presentation on the Clean Power Alliance (CPA) formed under California law AB 117 to allow cities and counties to establish their own form of utility services and the options available to Moorpark residents. He responded to residents in the audience who expressed concerns and asked questions about: 1) How will the CPA rate affect solar customers? 2) Will there be any change to the physical setup of the residential meters? 3) Does CPA have a summer discount program? 4) Why can Edison not give us a lower rate and how does CPA manage their costs? 5) How does this program affect solar customers who are on a time of use program? 6) Are CPA rates regulated by the Public Utilities Commission? 7) Why is this an opt-out program rather than an opt-in program? 8) Bardacke responded to Council questions regarding: Community presentation from Clean Power Alliance. 6.
