AGENDA REPORT TO: The Honorable City Council FROM: John Brand, Senior Management Analyst DATE: December 11, 2001 (CC meeting of December 19, 2001) SUBJECT: Consider Letter of Support Authorizing Submittal by the County of Ventura of a Two Year (2002/2004) Regional Used Oil Opportunity Grant Application to the California Integrated Waste Management Board. SUMMARY The City Council is being asked to consider a letter of support approving the submittal of a Regional Used Oil Opportunity Grant to the California Integrated Waste Management Board (CIWMB). The County of Ventura would administer the grant on behalf of all of the participating jurisdictions in the county. The CIWMB issues competitive "opportunity" grants every two years. The emphasis of this grant cycle is two -fold: reaching out to under - served non - English speaking people, and increased used oil recycling in agricultural operations. The grant will also include two mobile oil collection events in Moorpark. These are one -day drop -offs. Another notable aspect of the grant is the media outreach. Used oil ads that will appear on local and cable television stations, and newspapers. Historically the City has participated in the regional grant programs, Many public information activities and promotional item procurements are accomplished regionally. STAFF RECOMMENDATION Authorize the Mayor to sign the attached letter of support for a Regional Used Oil Recycling Opportunity Grant. The grant application includes the following: • Establishes and promotes a new program for the collection of used oil and filters from agricultural sources. • Establishes a new program and expand existing programs targeting underserved and non - English speaking populations. • Expands the oil collection education program targeting non- English speaking and ur.,derserved populations. The County of Ventura is authorized to execute all necessary applications, contracts, payment requests, agreements, and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
