Gilbert, Director of Public Works TC9___ DATE: December 7, 2001 (Council Meeting 12- 19 -01) SUBJECT: Consider Resolution No. 2001- Rescinding Resolution No. 91 -748 and Revising or Reestablishing Certain Parking Restrictions on Mountain Meadow Drive DISCUSSION A. Revised Traffic Controls Staff recently revised certain traffic controls on Mountain Meadow Drive near Mountain Meadow Elementary School in order to improve traffic circulation at the Elementary School during peak traffic times. Those traffic control measures included the following: • the establishment of a right -turn lane for northbound ingress traffic to the school parking lot; • the placement of signs prohibiting Left - Turns, between 7:00 am and 9:00 am on School Days, from northbound Mountain Meadow Drive onto Willow Forrest Drive and Willow Hill Drive; and • the placement of a sign prohibiting Left -Turns from the park parking lot, between 7:00 am and 9:00 am on School Days. B. Revised Parkinq Restrictions The establishment of the right -turn lane required lengthening the No Stopping Anytime zone on the east side of the street. That change requires a change to the parking restrictions established by prior Resolution of the City Council. prk_MtMdw 0 0 . Parking Restrictions: Mountain Meadow Drive December 7, 2001 Page 2 C. Resolution Resolution No. 91 -748 established certain parking restrictions on that portion of Mountain Meadow Drive from Tierra Rejada Road northerly to Mountain Trail Street. The attached Resolution rescinds Resolution No. 91 -748 and revises and re- establishes those parking restrictions to accommodate the changes discussed above. STAFF RECOMMENDATION Adopt Resolution No. 2001- Attachments: Exhibit 1: Resolution prk_MtMdw RESOLUTION NO. 2001 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 91 -748 AND REVISING AND RE- ESTABLISHING CERTAIN PARKING RESTRICTIONS ON MOUNTAIN MEADOW DRIVE WHEREAS, Section 22507 of the California Vehicle Code provides for the restriction and /or prohibition of parking and /or stopping on any local streets by a local agency; and WHEREAS, the City Council adopted Resolution No. 87 -399 establishing certain parking restrictions throughout the Mountain Meadows Planned Community (PC -3), including that portion of Mountain Meadow Drive north of Tierra Rejada Road; and WHEREAS, the City Council later adopted Resolution No. 91 -748 rescinding Section 1 of Resolution No. 87 -399 and enacting revised parking restrictions on said segment of Mountain Meadow Drive; and WHEREAS, subsequently the City Council adopted Resolution No. 93 -967 rescinding Resolution No. 87 -399 in its entirety and re- enacting certain parking restrictions on all of the streets within PC -3 except the above described segment of Mountain Meadow Drive; and WHEREAS, the City Council has determined that it is necessary to revise the parking restriction on the Mountain Meadow Drive, which were established by Resolution No. 91 -748. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Resolution No. 91 -748 is hereby rescinded. SECTION 2. "NO STOPPING ANYTIME" zones are hereby established on Mountain Meadow Drive at the locations generally described on Exhibit `A' attached hereto and made a part hereof, and listed as follows: Side of Street From: To: West Tierra Rejada Road, northerly Mountain Trail Street East Tierra Rejada Road, northerly East A point approximately fifty feet (50') south of Mountain Trail Street, northerly A point approximately four hundred seventy feet (4701) north of Tierra Rejada Road Mountain Trail Street. Resolution No. 2001 - Page 2 SECTION 3. Parking shall be of any driveway located on the from Tierra Rejada Road northerly prohibited within ten feet (10') east side Mountain Meadow Drive to Mountain Trail Street. SECTION 4. A "NO PARKING - 10:00 a.m. TO 6:00 p.m." zone is hereby established on Mountain Meadow Drive at the location generally described on Exhibit `A' attached hereto and made a part hereof, and listed as follows: Side of Street From: To: East A point approximately three A point approximately hundred seventy (370') south fifty feet (50') south of Mountain Trail Street, of Mountain Trail northerly Street. SECTION 5. A "THREE MINUTE PASSENGER LOADING ZONE" is hereby established on Mountain Meadow Drive at the location generally described on Exhibit `A' attached hereto and made a part hereof, and listed as follows: Side of Street From: To: East A point approximately four A point approximately hundred seventy feet (470') six hundred ninety north of Tierra Rejada Road, feet (6901) north of northerly Tierra Rejada Road. SECTION 6. Unattended vehicles parking in the Loading Zone established by Section 5 of this Resolution shall be subject to citation for illegal parking. SECTION 7. The parking prohibitions established herein shall not apply to any Bus Stop or Loading Zone established by a Resolution of the City Council. SECTION 8. The City Manager is hereby directed to confirm the placement of signs and /or markings giving notice of the parking restrictions provided for herein. SECTION 9. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
