Gilbert, Director of Public WorksC DATE: December 7, 2001 (Council Meeting 12- 19 -01) SUBJECT: Selection of Design Consultant for the Traffic Signal Interconnect Project DISCUSSION A. Project Description 1. Los Angeles Avenue [See map attached as Exhibit 11: Installation of a traffic signal interconnect system on Los Angeles Avenue and New Los Angeles Avenue, from the Route 23 freeway westerly to a future traffic signal to be located at or west of Butter Creek Road. The total distance is approximately 2.5 miles. The locations of the existing traffic signals are as follows: the. 2. Tierra Rejada Road: [See map attached as Exhibit 11: Installation of a traffic signal interconnect system on Tierra Rejada Road from the Route 23 freeway westerly to the Los Angeles Avenue /Gabbert Road intersection. B. Budget The FY 2001/2002 Budget provides funding for this project. A summary of current project funding is as follows: 1. C. Federal CMAQ Grant The City has received approval of Congestion Mitigation and Air Quality Improvement Program (CMAQ) grants for the construction of the subject project. Grant funding will be limited to a portion of the construction costs, not to exceed the amounts specified above. D. Request for Proposals [Design] A Request for Proposals [RFP] for the design services for this project was prepared and distributed to selected consulting firms. Approximately fifteen (15) firms received a copy of the RFP. Sig _intc_designl , Traffic Signal Interconnect Project Selection of Design Consultant December 7, 2001 Page 3 E. Scope of Consultant Services The scope of work defined in the RFP is generally summarized as follows: • Phase 1: Perform a study to verify or determine that the proposed project will: - provide a system for the "platooning" of east -west traffic, without causing an unduly adverse affect on the flow of traffic on the north -south side streets; - reduce exhaust emissions; and - reduce traffic congestion. Note: If the study were to indicate that the project would produce undesirable results, it is possible that the project would be abandoned and the Phase 2 consultant services would be cancelled. • Phase 2A: Provide plans and specifications for the construction of the project. • Phase 2B: Provide certain follow -up services require to implement and refine the signal interconnect systems. F. RFP Evaluation / Recommended Selection Five (5) proposals were received. The five firms which submitted Proposals are listed in alphabetical order (with their quoted fee amounts'), as follows: Firm Fee Amt. ($) Advantec 183,550 Austin -Foust 60,640 Boyle 124,643 Kimley -Horne 85,300 Traffic Safety Engineers 164,840 Staff evaluated those Proposals and determined that the proposal submitted by the firm of Kimley -Horn was the most responsive to the requirements of the RFP. Kimley -Horn has extensive experience in the design of traffic signal interconnect system, is well qualified and received favorable remarks from the references contacted. ' It should be noted that staff did not discuss and clarify the scope of work and fee quoted by any firm other than Kimley -Horn. Thus, the fee amounts quoted by other firms may not be amounts which would be mutually acceptable subsequent to such negotiations and clarifications.
