SUBJECT: Consider Caltrans /Amtrak Small Capital Improvement Grant
for a Shelter and Benches at Moorpark Station, and
Resolution No. 2001- to Amend the Fiscal Year
2001/2002 Transit Budget Accepting the Grant Revenue and
Appropriation of Funds.
BACKGROUND
The California Department of Transportation (Caltrans) Rail Program
has a Small Capital Projects fund for minor improvements at rail
transit facilities. From time to time, the remainder of federal
funds from other projects is available at the end of the federal
fiscal year. Staff has been able to secure approximately $21,600 as
a reimbursement grant for the installation of a replacement shelter
and several benches at the Moorpark station. Amtrak and Caltrans
will reimburse the City for the complete cost of the shelter,
benches, installation, and railroad flagging staff. This grant has
no local matching amount. However, the City might incur some
incidental expenses in the installation process. This would be in
the nature of any minor expenses that might occur, such as some
miscellaneous concrete repair or additional hardware.
Currently, there are only two backless wooden benches at the
station. Daily ridership at the station is over two hundred (200)
riders per day from Amtrak, Metrolink, VISTA, and Moorpark Transit.
The shelter approved by Caltrans is a design developed by VCTC. It
will have a red tile roof that will blend well with the shelter
awnings over the center rail platform at the station. In July,
staff coordinated Amtrak's installation of new "detectable" tiles
(tiles with a distinctive feel) at the edges of the passenger
platforms and improved handrails for ADA (Americans with

Disabilities) access. Amtrak also installed new rubberized pads for
the pedestrian crossings at the station. Metrolink removed a
schedule kiosk and installed a Metrolink courtesy telephone kiosk
in its place. This phone will only call a train operator. It is
cellular and solar powered, so no wiring was required.
Staff has received estimates for a shelter and benches to be placed
on the platforms at Moorpark Station. The estimated materials cost
is $18,758.75 for the shelter and benches, $1,672.50 for
installation and $1,600.00 for train flagging staff. Caltrans and
Amtrak have approved the procurement.

Adopt Resolution No. 2001- , amending the Fiscal Year 2001/2002
Transit Budget to reflect the grant of $21,600 for improvements at
Moorpark Station.

RESOLUTION NO. 2001-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AUTHORIZING THE
RECEIPT OF CALTRANS /AMTRAK SMALL CAPITAL
IMPROVEMENT GRANT FOR MOORPARK STATION, AND
AMENDING THE FISCAL YEAR 2001/2002 TRANSIT
BUDGET.
WHEREAS, the California Department of Transportation
(Caltrans) has sponsored the City of Moorpark to receive a
Small Capital Improvement Grant for the Moorpark Metrolink
Station (Moorpark Station); and
WHEREAS, Amtrak, as administrator, has approved the
grant and authorized the City to expend the funds and
submit for reimbursement; and
WHEREAS, the City has a need for these funds to make
certain improvements at Moorpark Station; and
WHEREAS, the City is eligible for an estimated amount
of $21,200 in state and federal funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment as more particularly
described in Exhibit "A" attached hereto is hereby
approved.
SECTION 2. That the City Manager and or his
designee is authorized to execute and file the necessary
agreements and purchase orders to install a shelter and
benches at Moorpark Station, and to seek reimbursement for
these expenditures, as follows:
1. $18,758.75 - One shelter and nine benches.
2. $1,672.75 - Installation
3. $1,600.00 - Railroad Flag Staff

SECTION 3. The City Clerk shall certify to the
adoption of the resolution and shall cause a certified
resolution to be filed in the book of original Resolutions.
