A prompt decision will minimize construction costs that might be incurred by the County in the form of construction contract claims for delays or contract change orders. I continue to support the agreement that the County will construct the intersection per the design wishes of the City Council. However, I have some concerns which I felt should be communicated to you. At your last regular meeting in December, you heard various homeowners and business owners along Moorpark Road voicing their opinion that the Moorpark Road -Tierra Rejada Road intersection should be allowed to accept left -turn traffic. I support their opinion for two reasons. Should Moorpark Road be restricted to prevent left turns, the farms along the road could lose considerable business from those who traditionally pass by and stop to shop. It is true that the new road will no doubt limit new customers who would normally travel through old Moorpark Road. Current and loyal customers will certainly continue to visit the farms so long as the road provides convenient access. The potential erosion of loyal customer base may have an adverse affect on local agribusiness. The City Council had expressed concerns of increased traffic volume on Miller Parkway with the new Moorpark Road re- alignment. Should the old intersection at Moorpark Road and Tierra Rejada be closed to left -turn traffic, it could result in additional traffic at the intersection of Miller Parkway /Moorpark Road with Tierra Rejada Road.
