BACKGROUND On April 2, 2019 staff issued a Request for Proposals (RFP) from qualified playground equipment manufacturers and/or vendors (Vendors) for the design, provision, and installation of playground equipment at eight existing City park locations. The type and quantity of equipment requested varied by location, depending on the needs at each park. At Country Trail Park, Miller Park, Campus Canyon Park, and Glenwood Park, which require either full or partial playground equipment replacement, the proposals were required to stay within a pre-determined budget. At other parks where individual pieces of equipment are needed, no pre-determined budget limit was prescribed. The requested equipment and budgets, as specified in the RFP, are summarized below: Country Trail Park (117011/2 Mountain Trail Street) Equipment: • Play structure and amenities for ages 2-5 • Play structure and amenities for ages 5-12 • Multiple-bay swing structure accommodating ages 5-15, ages 2-5, and a "mommy-and-me"style swing • Amenities for sand play area (including any necessary accessible surfacing) Budget: $130,000 Miller Park (4530 Miller Parkway) Equipment: • Play structure and amenities for ages 2-5 • Play structure and amenities for ages 5-12 • Swing structure(s) for ages 2-5 with "mommy-and-me" swing, and ages 5-12 • Amenities for sand play area (including any necessary accessible surfacing) Budget: $130,000 Parks and Recreation Commission April 29, 2019 Special Meeting Page 2 Campus Canyon Park (6970 Campus Canyon Drive) Equipment: • Play structure, and amenities for ages 2-5 • Play structure and amenities for ages 5-12 • Swing structure(s)for ages 2-5 with "mommy-and-me" swing, and ages 5-12 Budget: $130,000 Glenwood Park (11800 Harvester Street) Equipment: • Play structure for ages 2-5 Budget: $45,000 Peach Hill Park (13200 Peach Hill Road) Equipment: • One play amenity for ages 5-12 • Amenities for sand play area (including any necessary accessible surfacing) Budget: To be proposed by Vendor Campus Park (6400 Harvard Street) Equipment: • One swing structure that accommodates both ages 2-5 and ages 5-12 Budget: To be proposed by Vendor Tierra Rejada Park (11900 Mountain Trail Street) Equipment: • Two play amenities for ages 5-12 Budget: To be proposed by Vendor Mammoth Highlands Park (7000 Elk Run Loop) Equipment: • Two play amenities for ages 5-12 Budget: To be proposed by Vendor Vendors were invited to submit equipment designs for any or all of the playground locations identified in the RFP, however, to keep things manageable they were limited to no more than two designs per park. The RFP required that equipment designs meet the requirements of the Americans with Disabilities Act (ADA), and utilize International Playground Equipment Manufacturers Association (IPEMA) certified equipment that meets or exceeds all federal and state guidelines, and conforms to the playground- related technical standards set by the American Society of Testing Materials International (ASTM) and the U.S. Consumer Products Safety Commission. Vendors were encouraged to propose unique play equipment with engaging features and high play value that will encourage physical activity and enhance motor skill development. It is important to note that this purchase and installation of playground equipment will be conducted in conjunction with other play area modifications at a number of the parks. At Country Trail Park, Miller Park, and Campus Canyon Park these modifications include demolition and removal of all existing playground equipment, removal of existing playground surfacing and sand, installation of ADA compliant ramps, and installation of ADA compliant engineered wood fiber (EWF) surfacing. Modifications at Glenwood Parks and Recreation Commission April 29, 2019 Special Meeting Page 3 Park include removal of the play structure for ages 2-5 and the playground sand, installation of ADA compliant ramps, and installation of ADA compliant EWF surfacing. Sand play areas will be created at Country Trail Park, Miller Park, and Peach Hill Park. At Campus Park the swing set will be removed and the sand surfacing replaced with EWF. All of this work will be performed by a separate General Contractor that the City will hire through a separate RFP process. The selected playground equipment Vendor(s) will be required to coordinate the installation of the playground equipment with the City's General Contractor to minimize the duration of playground closures. DISCUSSION Responsive proposals were received from five Vendors; Great Western Installations Inc. (Great Western), RecWest Outdoor Products Inc. (RecWest), Pacific Play Systems (Pacific Play), Micon Construction Inc. (Micon), and Dave Bang Associates Inc. (Dave Bang). Since Vendors were free to design equipment for any of the eight park locations, not all proposals included designs for all park locations. Each proposal did include a summary page indicating how many designs were included, and the cost of each design. These proposal summaries are included in Attachment 1 for reference. Each proposal also included detailed illustrations for each design. Attachment 2 presents a representative sample of these design illustrations from each of the proposals. For ease of review, the designs have been sorted and organized in Attachment 2 by park location to correspond with the proposal summary layout. Staff has reviewed the proposals and determined that generally all meet the minimum requirements for consideration. The evaluation criteria as specified in the RFP included criteria such as originality and creativity, safety, accessibility, overall play value, durability, and ability to meet established budgets. Staff ranked the designs to determine a top Vendor/design for recommendation to the Parks and Recreation Commission. These recommendations are discussed below. In each case, staff will work with the individual Vendors to set a final color scheme appropriate for the location: Country Trail Park: The scope of work in this park calls for the replacement of all existing playground equipment and the addition of sand play amenities. The recommended option for this location is Great Western: Option 2. Staff appreciated the unique design and multi-tiered play areas that promote climbing and manual dexterity on both the age 2-5 and age 5-12 play structures, as well as the multi-user spinner and swing features. This design also provides backhoe diggers and a play table for the sand play area. Among the alternate designs, RecWest: Option 1 and Dave Bang: Option 1 significantly exceeded the established budget and were not considered. Miller Park: The scope of work in this park calls for the replacement of all existing playground equipment and the addition of sand play amenities. The recommended option for this location is RecWest: Option 1. The 50-foot zip-line would add a unique Parks and Recreation Commission April 29, 2019 Special Meeting Page 4 feature that is not currently available at any City park. Staff also liked the quantity and variety of net and traditional play elements the multi-level age 5-12 play structure, the comprehensive swing structure, and the variety of traditional play and sensory elements in the 2-5 play area. Campus Canyon Park: The scope of work in this park calls for the replacement of all existing playground equipment. The recommended option for this location is Pacific Play: Option 1. Staff appreciated the wide variation in features included on the age 5-12 structure, the multi-level activities on the age 2-5 structure, and the comprehensive swing structure. Glenwood Park: The scope of work in this park calls for the replacement of the ages 2-5 structure. The recommended option for this location is the age 2-5 structure from Pacific Play: Option 2 for Country Trail Park. Although this option was not among those presented for this location, staff feels that this would be a good location for this fully accessible play structure. The structure would fit the existing space and provide a multi- level play option for children of all abilities. The design also complements the other existing play equipment at the park. Among the other proposed designs, the options from RecWest and Dave Bang significantly exceeded the available budget and were not considered. Campus Park: The scope of work in this park calls for the replacement of the existing swing structure. The recommended option for this location is Pacific Play: Option 1, with the substitution of one bucket swing with one belt swing for older children. Staff recommends keeping a traditional swing option at this park, and therefore is recommending the most cost effective option among the two traditional swing designs submitted. Peach Hill Park: The scope of work in this park calls for the installation of a new play amenity adjacent to the age 5-12 structure, and the addition of sand play amenities. The recommended option for this location is RecWest: Option 2. Staff feels that this spinning climber would add a unique play item not available at any other City park. Staff would work with the vendor to add sand play features as none were included with this design. Tierra Rejada Park: The scope of work in this park calls for the installation of two new play amenities adjacent to the age 5-12 structure. The recommended option for this location is Great Western: Option 1. Staff feels these unique climbing features would complement the existing play structure and other features at the park. Mammoth Highlands Park: The scope of work in this park calls for the installation of two new play amenities in the age 5-12 play area. The recommended option for this location is RecWest: Option 2. Staff feels that the climber and spinner features would Parks and Recreation Commission April 29, 2019 Special Meeting Page 5 complement the existing park play features and provide a comparable replacement for the prior equipment that was recently removed. FISCAL IMPACT A total of $510,545 from the Equipment Replacement Fund (3003) is included in the FY 18/19 budget for playground equipment replacement at parks designated in the RFP. The total estimated cost of the designs recommended by staff is approximately $559,000, which would require a budget amendment allocating approximately $48,500 from Fund 3003 to complete the work. STAFF RECOMMENDATION Approve staff recommended playground equipment for Country Trail Park, Miller Park, Campus Canyon Park, Glenwood Park, Campus Park, Peach Hill Park, Tierra Rejada Park, and Mammoth Highlands Park as presented and forward recommendation to the City Council. Mammoth Highlands Park MINUTES OF THE SPECIAL PARKS AND RECREATION COMMISSION MEETING AND SEMI-ANNUAL PARK TOUR Moorpark, California March 9, 2019 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on March 9, 2019 at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Estrella called the meeting to order at 10:04 A.M. 2. ROLL CALL: Present: Commissioners Gunning, Morgan and Thompson and Vice Chair Norwalt and Chair Estrella. Staff Present: Jeremy Laurentowski, Parks and Recreation Director and Kimberly Sexton, Administrative Assistant. 3. PUBLIC COMMENT: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: None. 6. PRESENTATION/ACTION/DISCUSSION: A. Parks Tour. Staff Recommendation: The Commission and staff toured and discussed the following parks in the order listed below. 1. Glenwood Park The Commission and staff toured the park and discussed upcoming projects to include a new climbing structure, engineered wood fiber surfacing, a ramp, and ADA compliant concrete. Arroyo Vista Park The Commission and staff toured the park and discussed options for potentially expanding the park to hold additional fields, a dog park or water feature. 3. Country Trail Park The Commission and staff toured the park and discussed the upcoming installation of new play equipment, a trail in and around the meadow and seating. 4. Peach Hill Park The Commission and staff toured the park and discussed the potential of installing ADA compliant playground equipment when it is time to replace the current equipment. 5. 80 Acre Property The Commission and staff toured the park and discussed the Santa Monica Mountain Conservatory's role in developing the park and the potential for a trail from the property connecting to both Thousand Oaks and the Wildwood Regional Park area. 6. Miller Park The Commission and staff toured the park and discussed a current project which includes replacing the playground equipment. 7. Campus Canyon Park The Commission and staff toured the park and discussed a current project to replace the current sand with wood fiber and install new playground equipment that could include wheelchair accessible swings or adult /child swings. 8. Campus Park The Commission and staff toured the park and discussed the potential of removing or replacing the restroom and install additional lighting. B. Consider the Fiscal Year 2018-2019 Mission Statement, Priorities, Goals and Objectives. Staff Recommendation: Receive and file report. Mr. Laurentowski delivered the report. There were no speakers. Staff and Commissioners discussed the Goals and Objectives for Fiscal Year 2018-2019. MOTION: Commissioner Morgan moved and Vice Chair Norwalt seconded a motion to receive and file the report. The motion carried by unanimous voice vote. 7. CONSENT CALENDAR: A. Approval of Minutes of the Park and Recreation Commission's Regular Meeting of February 4, 2019. Staff Recommendation: Approve as presented.
