Gilbert, Director of Public Works Date: May 8, 2003 (Council Meeting 5- 21 -03) Subject: Resolution No. 2003- Establishing a "Permit Only Parking Zone" in Certain Residential Neighborhoods in the Vicinity of Moorpark College BACKGROUND In the past, spectators attending sports events at Moorpark College have often parked their cars on the residential streets in the neighborhoods surrounding in college. The City has often received complaints about this practice. In particular, each year such problems arise on the Memorial Day week -end, when the College hosts a field hockey tournament. DISCUSSION A. Remedy This report proposes a solution to these problems by establishing resident only parking restrictions in certain affected neighborhoods. B. Permit Only Parking Area The impacted areas are identified on the map attached as Exhibit 1. Adoption of the attached Resolution will designate those areas "No Parking - City Permits Exempt" zones. [herein referred to as "Permit Parking Zone "] C. Notice A notice was sent to each owner and resident within the Permit Parking Zone, advising them of the City's intent to adopt the attached Resolution. Permit parking delfen Permit Only Parking: Delfen Street May 8, 2003 Page 2 D. Signs As stated in the Resolution, the Permit Only Parking restriction only becomes effective when signs are posted. It would be the intent of staff, therefore, to cause temporary "No Parking - Permits Exempt" signs to be posted two (2) days in advance of any college event requiring this parking restriction to be imposed. The signs would be removed the day after the event. E. Memorial Day Event The first event requiring these parking restrictions is a Field Hockey Tournament to be held this Memorial Day week- end. In that these activities will commence on Friday, May 23, it will be necessary to deploy the Permit Parking signs on Wednesday, May 21, prior to the City Council taking the subject action. Should the Resolution not be adopted, the signs will be removed. F. Permits In light of the short timing, it was also necessary to mail Parking Permits to the owner /resident of all of the affected properties. The permits will be accompanied by a letter explaining the purpose of the signs and the permits. G. Sign Deployment Staff is working with College staff to have them deploy and remove the required signs. H. Enforcement Parking enforcement and traffic control will be handled by the Moorpark Police Department. I. Cost Recove All City costs to implement and administer this program will be paid by Moorpark College and / /or the event sponsor. SNI��0j N33 '3ne z Q Q a_ cj�a C�-6�, _.-A -r-7 TTT' ! 0"0004 Exhibit 2 RESOLUTION NO. 2003 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A "PERMIT ONLY" PARKING ZONE ON THE STREETS WITHIN CERTAIN NEIGHBORHOODS IN THE VICINITY OF MOORPARK COLLEGE WHEREAS, Section 22507 of the California Vehicle Code (CVC) authorizes a local agency to establish parking restrictions on any street or highway within its jurisdiction; and WHEREAS, said CVC Section also provides for the establishment of preferential parking privileges for residents or businesses adjacent to a street upon which any such parking restrictions have been established, which exempt any vehicle displaying a permit issued by the local agency, from said parking restriction; and WHEREAS, the City Council has determined that it is necessary and appropriate to establish certain parking restrictions and preferential parking privileges on certain streets within the City. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A NO PARKING zone is hereby established on the streets within certain residential neighborhoods identified in the map identified as Exhibit `A' attached hereto and made a part hereof. SECTION 2. Said parking prohibition shall only be effective upon the placement and maintenance of signs giving notice of such restriction. SECTION 3. Said parking prohibition shall not apply to any vehicle displaying a permit issued by the City exempting said vehicle from said parking prohibition. SECTION 4. The City Manager is directed to cause the placement and maintenance of appropriate signs giving notice of these parking restrictions, as deemed appropriate to provide for the convenient use of the affected residential streets by local residents and their guests, during period of high parking demand at Moorpark College. 000005 Resolution No. 2003 - Page 2 SECTION 7. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of , 2003.
