Subject: Resolution No. 2003- Establishing TWO HOUR Parking
Zones on a portion of Walnut Street North of High Street
BACKGROUND
A number of years ago the City Council adopted a Resolution
establishing TWO HOUR parking zones in the vicinity of High
Street and Magnolia Street, near the Metro Link parking lot. This
was done in order to discourage train commuters from parking on
the street, thus taking up curbside parking needed for the
businesses located in that area.
DISCUSSION
A. Request
The City has received a letter (Exhibit 1) from Mr. Gray, the
owner of certain commercial property at the northwest corner
of High Street and Walnut Street. That letter requests that
the City impose "limited time" parking restrictions on Walnut
Street, for the businesses in this area. Apparently, certain
individuals are parking in this area all day, again taking -up
parking spaces which should be made available for the
customers of the businesses on and near Walnut Street.
B. Other Businesses
Staff has spoken with the owner of certain businesses on the
east side of the street who are also in favor of having
"time- limit" parking restriction in front of their
businesses.

C. Parking Restriction: Time Limits
The parking restrictions suggested to be imposed near the
intersection of High Street and Magnolia Street provide for a
TWO HOUR parking limit, between 9:00 a.m. to 9:00 p.m., every
day. In speaking with the property and business owners on
Walnut Street, staff learned that it was their view that the
parking needs of the businesses in this area are such that
any parking limit imposed here should extend from 9:00 a.m.
to 9:00 p.m. every day of the week.

The attached Resolution (Exhibit

Parking" zones on both sides of a portion of Walnut Street north
of High Street.

re: parking time limit on Walnut St.
Greetings Mayor Hunter and Council Members,
I am the owner of the commercial property at the northwest corner of Walnut St.
and High St. There are 11 street parking spaces on Walnut St. adjacent to this
property. My tenants are complaining that several cars use these parking spaces
all day long. This limits the availability of parking for shoppers.
I request that 2 -hour parking limit signs be placed on the parking spaces on the
west side of Walnut St. adjacent to 95 High St. and 661 Walnut St. This would be
consistent with the existing 2 -hour signs on High St.

RESOLUTION NO. 2003 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING
RESTRICTED PARKING ZONES ON WALNUT STREET
WHEREAS, Section 22507 of the California Vehicle Code (CVC)
authorizes a local agency to establish parking restrictions on any
street or highway within its jurisdiction; and
WHEREAS, the City Council has determined that it is necessary
and appropriate to establish certain parking restrictions on
Walnut Street.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. TWO HOUR parking zones are hereby established on
both sides of Walnut Street north of High Street, as generally
shown on the map identified as Exhibit `A', attached hereto and
made a part hereof.
SECTION 2. The aforesaid parking restriction shall extend
from 9:00 a.m. to 9:00 p.m., every day.
SECTION 3. The City Manager is directed to cause the
placement and maintenance of appropriate signs giving notice of
these parking restrictions.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
