ROLL CALL: 4. PROCLAMATIONS AND COMMENDATIONS: A. Proclamation Recognizing April as National Arab Heritage Month. B. Recognition of Mesa Verde Cheer Team. 5. PUBLIC COMMENT: All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.gov. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item.Speakers who wish to address the Council concerning a Public Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting;for a Presentation/Action/Discussion item, prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing. A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. A limitation of three to five minutes shall be imposed upon each Public Hearing item speaker.Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and Presentation/Action/Discussion items. Public Hearing to Receive Public Comments and Consider Second Reading and Adoption of Ordinance No. 467, an Ordinance of the City of Moorpark, California, Providing for the Election of City Councilmembers by Districts with an At-Large Elected Mayor, Establishing the Boundaries and Identification Number of Each District, Establishing the Election Order of Each District, Amending Chapter 2.08 ("Municipal Elections") of the Moorpark Municipal Code, and Making a Determination of Exemption Pursuant to the California Environmental Quality Act. Staff Recommendation: Open the public hearing and receive public comments, close the public hearing, waive full reading, and adopt Ordinance No. 467. Consider Warrant Register for Fiscal Year 2018/19 — April 3, 2019. Staff Recommendation: Approve the warrant register. B. Consider Minutes of Regular City Council/Successor Agency Meeting of March 20, 2019. Staff Recommendation: Approve the minutes. C. Consider Renewal of Exclusive Negotiating Agreement with Daly Group, Inc. for High Street Property (APN 512-0-090-115). Staff Recommendation: Approve Exclusive Negotiating Agreement with Daly Group, Inc., subject to final language approval of the City Manager, and authorize City Manager to execute the agreement. (Staff: Jessica Sandifer) D. Consider Amendment No. 4 to Agreement for Professional Services between the City of Moorpark and Nobel Systems. Staff Recommendation: Authorize the City Manager to sign Amendment No. 4 to the Agreement for Professional Services between the City of Moorpark and Nobel Systems, subject to final language approval by the City Manager. Consider Cooperative Agreement with the Ventura County Transportation Commission for Administration of Funds from the Proposition 1B Public Transportation Modernization, Improvement and Service Enhancement Account. Staff Recommendation: Approve Cooperative Agreement with the Ventura County Transportation Commission for administration of funds from the Proposition 1B Public Transportation Modernization, Improvement and Service Enhancement Account and authorize the Mayor to execute the Agreement, subject to final language approval of the City Manager and City Attorney. (Staff: Shaun Kroes) F. Consider Amendment No. 1 to the Agreement with Lance, Soil & Lunghard, LLP for Professional Auditing Services. Staff Recommendation: Approve Amendment No. 1 to the Agreement with Lance, Soil & Lunghard; and authorize the City Manager to execute the Amendment, subject to the final language approval by the City Manager and City Attorney. Consider Ordinance No. 470 Amending Section 2.04.010, Meetings— Time; of Chapter 2.04, City Council; of Title 2, Administration and Personnel; of the Moorpark Municipal Code. Staff Recommendation: Waive full reading, declare Ordinance No. 470 read for the second time, and adopted as read. ROLL CALL VOTE REQUIRED 12. CLOSED SESSION: A.
