MINUTES OF THE CITY COUNCIL
Moorpark, California February 6, 2019
A Special Meeting of the City Council of the City of Moorpark was held on February 6,
2019, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:01 p.m.
2. ROLL CALL:
Present: Councilmembers Enegren, Mikos, Pollock, Simons, and
Mayor Parvin.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
Deborah Traffenstedt, Assistant City Manager; Jeremy
Laurentowski, Parks and Recreation Director; and Maureen
Benson, City Clerk.
3. PUBLIC COMMENT:
None.
4. REORDERING OR, AND ADDITIONS TO, THE AGENDA:
CONSENSUS: It was the unanimous consensus of the Council to go into Closed
Session for discussion of one case under Item 6.A.
AT THIS POINT in the meeting Councilmember Pollock abstained from Item 5.A. and
the one case to be discussed under Item 6.A. and left the meeting. The time was 6:01
p.m.
AT THIS POINT in the meeting Ms. Benson left the meeting at 6:01 p.m. for the one
case under Item 6.A. from Closed Session
6. CLOSED SESSION:
A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Significant exposure to litigation (Pursuant to Paragraphs (2) or (3) of
Subdivision (d) of Government Code Section 54956.9: (Number of cases
to be discussed - 1)

Present in closed session were Councilmembers Enegren, Mikos, Simons and
Mayor Parvin; Troy Brown, City Manager, Kevin Ennis, City Attorney; Deborah
Traffenstedt, Assistant City Manager; and Jeremy Laurentowski.
The Council reconvened into open session at 6:11 p.m. and Ms. Benson returned
to the meeting.
Mr. Brown stated one case under Item 6.A. was discussed and there was no
action to report.
AT THIS POINT the meeting continued with the remainder of the agenda.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Resolution Approving an Agreement for the Acceptance of ORA
Ashford Maintained Landscape Areas in the Meridian Hills Development
into Assessment District AD 07-02, Payment for Certain Landscape
Improvements, and Partial Termination of ORA Ashford’s Remaining
Obligations under a Development Agreement. Staff Recommendation:
Adopt Resolution No. 2019-3785, approving an Agreement for the
acceptance of ORA Ashford Maintained Landscape Areas in the Meridian
Hills Development into Assessment District AD 07-02, payment for certain
landscape improvements, and partial termination of ORA Ashford’s
remaining obligations under a Development Agreement.
Mr. Ennis gave the staff report.
There were no speakers.
MOTION: Councilmember Simons moved and Mayor Parvin seconded a motion
to adopt Resolution No. 2019-3785 approving an Agreement for the acceptance
of ORA Ashford Maintained Landscape Areas in the Meridian Hills Developmen t
into Assessment District AD 07-02, payment for certain landscape improvements,
and partial termination of ORA Ashford’s remaining obligations under a
Development Agreement. The motion carried by voice vote 4-0, Councilmember
Pollock absent.
B. Consider Resolution Authorizing Phase I Landscape Maintenance
Improvements in Landscape Maintenance District 20 (Meridian Hills).
Staff Recommendation: Adopt Resolution No. 2019-3786, accepting
landscape improvements in Tract 5187 and Tract 5405 into Assessment
District Ad-07-02 and authorizing City to assume maintenance
responsibilities effective March 1, 2019.
Mr. Laurentowski gave the staff report.

MOTION: Mayor Parvin moved and Councilmember Mikos seconded a motion to
adopt Resolution No. 2019-3786, accepting landscape improvements in Tract
5187 and Tract 5405 into Assessment District Ad-07-02 and authorizing City to
assume maintenance responsibilities effective March 1, 2019. The motion
carried by voice vote 4-0, Councilmember Pollock absent.
7. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 6:18 p.m.
