SUBJECT: Consider Request from the American Red Cross to Waive
Rental Fees for Use of Mammoth Highlands Park for the Ride
for the Red
DISCUSSION
The City has received a request from the Ventura County Chapter of the American Red
Cross (ARC) to sponsor their Ride for the Red (Ride) fundraiser by waiving rental fees
for the use of the picnic pavilion and open grass area at Mammoth Highlands Park. The
park would be used as a pit stop for the Ride which is scheduled for Saturday, May 18,
2019. Set up would begin at 7:00 a.m., with all riders through by 9:30 a.m., and clean up
completed by 11:00 a.m. It is anticipated that the Ride will have 125 to 175 riders.
The purpose of the Ride is to raise funds to benefit the local Red Cross Service to
Armed Forces Program. As Moorpark is one of the communities served by the Ventura
County Chapter of the ARC, staff believes that there is a direct benefit to the residents
of Moorpark from this event.
Staff recommends that the City Council waive park rental fees. Staff does not anticipate
any direct costs to the City resulting from this use; however, staff recommends that the
ARC reimburse the City for direct costs incurred, if any. By waiving the rental fees for
use of the park, the loss of revenue will total $170.00. The ARC will need to complete
the standard park rental application and agreement, and provide proof of insurance to
the City, as is standard for this type of park use.
It should be noted that this report only addresses the use of Mammoth Highlands Park
as a pit stop for the Ride. The ARC may also need to obtain an encroachment permit
from the City for the Ride, as determined by the Public Works Department.

Thank you for considering sponsoring this charitable event. Operation: Ride for the Red will take
place May 18, 2019. This is not a bicycling race, but is designed as a sightseeing and exploration
ride through the farmland of Ventura County. We encourage all riders to follow the rules of the
road and ride single file on city streets.
The American Red Cross of Ventura County's Operation: Ride for the Red bicycling event was
created by passionate, local volunteers eager to share the story and history of the Red Cross
Service to the Armed Forces (SAF).All of the funds raised from the Operation: Ride for the Red
bicycling event benefits Moorpark's local Red Cross Service to Armed Forces program.
We would like to have our 125 to 175 bicyclists riding north through Moorpark from Moorpark Rd,
left on Tierra Rejada, right on Spring Rd, right on Elk Run Loop to the Mammoth Highland Park
for a rest stop with food and drink. The riders would then continue to Ridgecrest Dr.and Spring
Rd, and right on Walnut Canyon Rd and continue on Broadway Rd.
The cyclists would be riding through Moorpark early Saturday morning as they have another 80
miles to ride after Moorpark.We would like to set up a table and shade structure near the parking
lot at Mammoth Highlands Park at 7 am or use the existing gazebo if allowed.We would have
five volunteers at the rest stop to attend to the cyclists. All the cyclists will be through by 9:30 am
and we would clean up and leave before 11 am.
The Red Cross helps members of the military, veterans, and their families prepare for, cope with,
and respond to, the challenges of military service. Since 9/11, the Red Cross has served more
than 1 million military families. The Red Cross is the only military service organization that
supports military families from the day they enlist through their time as a veteran.
Many military and veterans will be participating in this event, riding through beautiful farmland
with strawberries, oranges, lemons and avocados to the town of Moorpark.A rest stop at
Mammoth Highlands park would impress cyclists in the beauty of the area and the fossils that
were found. The ride continues to Piru, Santa Paula, Ventura, Camarillo, and Oxnard.
