BACKGROUND AND DISCUSSION
The City’s Classification Plan Resolution is proposed to be revised to add new job
descriptions for Human Resources Manager, Preschool Aide, Preschool Director, and
Preschool Teacher. The Human Resources Manager is a non-competitive service
(Management) position that is exempt from overtime, and the three preschool positions are
temporary part-time hourly paid positions.
The City Council approved a revised Salary Plan Resolution at the February 6, 2019 regular
meeting that incorporated the salary ranges for the five new positions, and amendment of
the City’s Classification Plan to incorporate the job descriptions for the new positions was
an identified follow-up action. The attached draft resolution approving the revised
Classification Plan only includes the four new job descriptions; however, the final
Classification Plan resolution will incorporate the full set of the City’s job descriptions in
alphabetical order.
GOVERNMENT CODE SECTION 54953(C)(3) ANNOUNCEMENT
A Government Code Section 54953(C)(3) announcement is not required for the adoption of
a revised Classification Plan, because creating the job descriptions does not require a final
action on salaries, salary schedules, or compensation paid in the form of fringe benefits of a
local agency executive, as defined in Section 3511.1(d) of the Government Code.
FISCAL IMPACT
There is no fiscal impact related to this request to add and revise job descriptions in the
City’s Classification Plan resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A REVISED
CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON-
COMPETITIVE, COMPETITIVE SERVICE, AND HOURLY
EMPLOYEES AND RESCINDING RESOLUTION NO. 20178-
364183
WHEREAS, the City Council adopted Resolution No. 20178-364183 on
December 6, 2017, establishing a revised classification plan and job descriptions for
Non-Competitive and Competitive Service employees.
WHEREAS, at the regular meeting on February 21March 6, 20189, the City
Council has determined that the City’s Classification Plan should be amended to
replace the job description for Recreation Assistant with a job description for the
Recreation Assistant I and Recreation Assistant II class seriesadd new job descriptions
for Human Resources Manager, Preschool Aide, Preschool Director, and Preschool
Teacher.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. All job descriptions attached as Exhibit A to this resolution are
hereby adopted into the City’s Classification Plan.
SECTION 2. The City Manager shall have the authority to make temporary
additions or deletions to the Classification Plan in the interest of efficient and effective
administration of the Plan. Such alterations shall not become an approved part of the
Plan until adoption by City Council resolution.
SECTION 3. For all Classification Plan job descriptions which contain a
reference to City, City of Moorpark, or City Council, such reference may also include
responsibility for other governmental public agencies for which the Moorpark City
Council serves as the governing body or has entered into a joint exercise of powers
agreement, including but not limited to the Successor Agency of the Redevelopment
Agency of the City of Moorpark, Successor Housing Agency of the Redevelopment
Agency of the City of Moorpark, Moorpark Public Financing Authority, Industrial
Development Authority of the City of Moorpark, and Moorpark Watershed, Parks,
Recreation, and Conservation Authority.
SECTION 4. Resolution No. 20178-364183 is rescinded and this resolution
shall become effective upon adoption.

SECTION 5. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

HUMAN RESOURCES MANAGER
Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all
duties performed within the job.
DEFINITION
To direct, manage, supervise, and coordinate the human resources programs, services
and activities at a division supervisor level; to coordinate assigned programs and
activities with other City departments, divisions, and outside agencies; and to provide
highly responsible and complex administrative support to the Department Head. This
position performs a wide variety of responsible and complex administrative and
analytical duties such as performing a wide variety of personnel administration duties
involving recruitment, benefit administration, and workers’ compensation administration;
to coordinate employee events, training and employee development programs; to
provide information and assistance to City employees regarding City personnel policies
and procedures; to assist with and perform some risk management activities as
assigned; and to provide administrative support to the Personnel Director and/or
Personnel Officer as designated in the City’s Personnel Rules; or may service as
Personnel Officer if appointed by the City Manager. This position is overtime exempt.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from Department Head, Deputy City Manager, Assistant City
Manager and City Manager.
Exercises direct and primary supervision over technical, professional and clerical staff,
administers contracts and monitors performance.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other
important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
1. Provide responsible staff assistance and support to the City Manager and
Personnel Director and assigned supervisor.
2. Serve as Personnel Officer if appointed by the City Manager.
3. Plan and coordinate recruitment and selection activities; including the preparation
of job announcements and advertisements, answer telephone inquiries; arrange
testing and interviews, conduct background checks; prepare employment letters;
arrange for physicals and fingerprinting; conduct new employee orientation.

4. Process employee separations including resignations and dismissals; oversee
employee evaluation process to insure timely and thorough reports and
personnel action forms; maintain personnel records and files.
5. Oversee preparation and completion of all mandatory employee and employer
forms for workers' compensation injuries; coordinate activities with City's claims
administrator; maintain employee injury records and prepare and post annual
injury log as required by Cal/OSHA.
6. Assist City's Risk Manager, as needed, on insurance and liability matters,
including employee safety training and inspections, appropriate record keeping
and notification, and serve as a member of the Safety Committee.
7. May oversee risk management, insurance and loss control and serve as the
City’s Risk Manager if appointed by the City Manager.
8. Assume direct responsibility for employee benefits administration, including but
not limited to retirement, deferred compensation, employee assistance program,
insurance plans, and flexible spending accounts; assist employees with claims
and benefit related questions and concerns; and coordinate employee briefings
and provide for initial and open enrollments for such programs.
9. Plan and implement employee recognition activities.
10. Conduct confidential investigations and negotiate and resolve sensitive and
controversial employment related issues.
11. Assist with coordination of City's volunteer program including recruitment,
recognition, and maintaining appropriate records.
12. Provide technical support and assist as needed with labor relations negotiations
and labor agreements.
13. Assist with preparation and administration of classification, salary, and benefit
plans, and preparation of City Council agenda reports and resolutions for
classification, salary, and benefit plan approval.
14. Assist with customer service enhancement activities and training.
15. Monitor conformance with federal, state and local personnel laws, regulations
and policies such as child labor, Immigration and Naturalization, ADA, FMLA,
California Family Rights Act, Pregnancy Disability Act, FLSA, COBRA, EEOC,

Affordable Care Act, and ensure compliance with all human resources related
worksite postings as required by law.
16. Serve as City's contact for employment verification, reference checks, wage and
earnings assignment orders, state disability and unemployment claims, and
similar matters, and conduct and supervise completion of background checks for
employment.
17. Coordinate, monitor, and provide employee training and development programs
including providing information about training opportunities to City Departments
and employees, documenting training received, and evaluating the effectiveness
and quality of the training provided.
18. Assume direct responsibility for monitoring and administering assigned program
areas; assist in assigned administrative support functions including budget; may
direct the work activities of assigned clerical and technical personnel or other
subordinate staff; participate in employee selection; prioritize and coordinate
work assignments; review work for accuracy; prepare and review employee
performance evaluations.
19. Collect, compile, and analyze complex information from various sources on a
variety of specialized topics related to assigned programs; prepare reports which
present and interpret data, and identify alternatives; make and justify
recommendations.
20. Draft goals, objectives, policies, procedures, and priorities for assigned human
resources programs; implement and administer the approved goals, objectives,
policies, procedures, and priorities for assigned programs.
21. Receive and respond to questions and complaints; review problems and
recommend corrective actions; prepare summary reports as required.
22. Develop and design departmental, operational and administrative procedures or
forms as required.
23. Make oral and written presentations to the City Council, staff, the public and
professional groups.
24. Participate in employee selection and supervise, train, motivate and evaluate
assigned personnel; prioritize work activities and projects and review work of
assigned personnel for accuracy; work with employees to correct deficiencies;
implement discipline in accordance with City rules.

Six years of increasingly responsible human resources experience, including
administrative and analytical experience, preferably within a local government
environment, and including two years of supervisory responsibility.
Training
Equivalent to a Bachelor’s degree from an accredited college or university with
major course work in public administration, business administration or a related
field.
A Master’s degree is desirable.
License or Certificate:
Possession of or ability to obtain and maintain an appropriate, valid California driver's
license. Certification from a professional, public sector, human resources association is
desirable.

DEFINITION
Under the direction of the assigned supervisor, assist in the planning and
implementation of a preschool program; supervise and assist in the learning activities of
children; provide on-site supervision and implementation of preschool and recreation
programs; perform a variety of tasks related to maintaining safe and healthy preschool
and recreation program facilities, including setting up and cleaning up for preschool and
recreation programs and performing light custodial duties. This position is temporary,
hourly, and not overtime exempt.

Receives immediate supervision from the assigned supervisor.

To develop, plan, and administer a preschool program; provide lead worker supervision
of part-time staff and volunteers; supervise and manage the learning activities of
children; provide on-site supervision and implementation of preschool and recreation
programs; perform a variety of tasks related to maintaining safe and healthy preschool
and recreation program facilities, including setting up and cleaning up for preschool and
recreation programs and performing light custodial duties. This position is temporary,
hourly, and not overtime exempt.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the program supervisor or manager.
May exercise lead worker supervision over preschool staff and volunteers.

activities; monitor the use of supplies, materials, and equipment; and guide
children in the appropriate use of supplies, materials, and equipment; monitor
inventory; make purchases and/or recommend purchases.
4. Supervise and care for children; enforce rules and provide appropriate guidance
and discipline to ensure safety; assist children with hygiene and toileting as

No less than 3,600 hours early childhood teaching experience in an
organizational setting (licensed preschool, school district, park and recreation
agency, or other public agency) and no less than 1,000 hours supervisory
experience.
Training
Equivalent to an associate’s degree in education, child development, or closely
related field with completion of no less than fifteen (15) early childhood education
units at an accredited college or university. A bachelor’s degree in education,
child development, or closely related field is highly desirable.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Experience
No less than 1,800 hours early childhood teaching experience in an
organizational setting (licensed preschool, school district, park and recreation
agency, or other public agency).
Training
Equivalent to an associate’s degree in education, child development, or closely
related field with completion of no less than twelve (12) early childhood education
units at an accredited college or university.
License or Certificate:
Possession of a valid first aid and CPR certificate, including pediatric first aid and CPR.
Possession of, or ability to obtain and maintain, a valid California driver's license.
WORKING CONDITIONS
Environmental Conditions:
Indoor and outdoor recreational facilities; exposure to outside atmospheric conditions;
may work in or around water and slippery surfaces; exposure to audio/video equipment
and computer screens.
Physical Conditions:
Essential functions may require maintaining physical condition necessary for sitting,
standing, or walking for prolonged periods of time; travel to various locations; medium
