1. CALL TO ORDER:

ALLEGIANCE.
3. ROLL CALL:
PRESENT: COMMISSIONER HAMOUS, VICE CHAIR HAVERSTOCK, and CHAIR
AQUINO.
ABSENT: COMMISSIONER DI CECCO, and COMMISSIONER LANDIS.
4. PROCLAMATIONS AND COMMENDATIONS:
NONE.
5. PUBLIC COMMENTS:
CHAIR AQUINO ANNOUNCED THERE IS A LACK OF QUORUM FOR ITEM 8.A. DUE
TO A CONFLICT OF INTEREST AND COMMISSIONERS' ABSENCE. THEREFORE,
THE PUBLIC HEARING WILL BE CONTINUED TO AUGUST 27, 2019. IF YOU ARE
HERE FOR ITEM 8.A. AND WISH TO TESTIFY, PLEASE SPEAK UNDER PUBLIC
COMMENT SO THAT YOUR COMMENTS CAN BE ENTERED IN THE RECORD.

MS. VAUGHN INTRODUCED NEW CITY EMPLOYEE DOUGLAS SPONDELLO,
PLANNING MANAGER IN THE COMMUNITY DEVELOPMENT DEPARTMENT.
8. PUBLIC HEARINGS: (next Resolution No. PC-2019-641)
A. Consider a Resolution Approving Conditional Use Permit (CUP) 2019-03, to Allow
the Production and Sale of Wine for Off-Site Consumption Within a 960 Square-
Foot Tenant Space, Located at 111-165 Poindexter Avenue, Suite D (Dexmoor
Center), and Making a Determination of Exemption Under CEQA in Connection
Therewith, on the Application of Patrick Kelley (Cavaletti Vineyards, LLC). Staff
Recommendation: 1) Open the public hearing, accept public testimony and close
the public hearing; and 2) Adopt Resolution No. PC-2019- for conditional
approval of Conditional Use Permit No. 2019-03. (Staff: Freddy A. Carrillo)

9. PRESENTATIONS/ACTION/DISCUSSION:
A. Scoping Meeting for the Environmental Impact Report (EIR) for the Proposed Hitch
Ranch Specific Plan, filed by Harriet Rapista of Comstock, Crosser, and Associates
Development Company on Behalf of the Property Owners. Staff Recommendation:
Staff recommends that the Planning Commission receive public input and provide
direction to staff regarding the scope and content of the EIR for the proposed Hitch
Ranch Project, pursuant to the California Environmental Quality Act (CEQA).
