Staff Recommendation: 1) Approve a one-time extension of the maximum number of days allotted for a single tournament from four (4) to seven (7) days for use under MGS’s Agreement for the USA-SC Western National Championships tournament scheduled for July 22-28, 2019; and 2) Allow MGS, in conjunction with USA-SC, to display a tear drop banner at the Arroyo Vista Community Park entrance for the purpose of event promotion and location recognition for out of town participants. MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Michael Ramirez, Recreation Supervisor DATE: 03/20/2019 Regular Meeting SUBJECT: Consider Extension of Moorpark Girls Softball Allotted Tournament Days for the Purpose of Hosting a USA Softball Western National Championship Tournament BACKGROUND AND DISCUSSION On March 20, 2018, City Council approved a facility use agreement (Agreement) with Moorpark Girls Softball (MGS). The Agreement includes use for regular season play as well as up to three (3) tournaments per year. The Agreement limits the duration of each tournament to four (4) total days. The agreement also includes restrictions regarding signage. MGS teams have the opportunity to participate in district, state, and national level tournaments. These tournaments vary in length, with the most prestigious national level tournaments typically lasting several days. As a member of USA Softball Southern California (USAS-SC), which is a chapter of USA Softball (USAS), MGS has the opportunity to host, and participate in, USA-SC’s 10 and under (10U) Western National Championship (Tournament) to be held July 22- 28, 2019. MGS would like to host the Tournament as one of its three allotted tournaments. In order to do so, MGS is requesting an extension in the maximum number of days from four (4) to seven (7) for the Tournament. MGS is also requesting permission to place signs in a location that is not currently allowed by the Agreement. The seven day Tournament will include an opening ceremony, guest speakers, skills contest, pin exchange, and other exciting activities for participants. A few of the states invited to participate include: California, Idaho, Nevada, Oregon, Arizona and Washington. In total, approximately 35 teams are expected to participate. The participating Moorpark team will consist of 11-13 girls, representing Peach Hill, Arroyo West, Walnut Canyon, Campus Canyon, and Mountain Meadows schools. MGS teams have participated in this event in the past. The opportunity to host the Tournament in Moorpark would be of incredible value to the local MGS team. In 2017, MGS participated in the Western National Item: 10.B. 75 Honorable City Council 03/20/2019 Regular Meeting Page 2 Championship in Boise, Idaho. The costs for families to participate included airfare, hotel, car rental, gas, and food, totaling approximately $30,000 for the team. As stated earlier, MGS is requesting an extension to the maximum number of days allotted for a tournament, from four (4) to seven (7) days, so the Tournament will be eligible for use under the Agreement. This will allow MGS to rent the fields at their reduced rate of $6.00 per hour, rather than the regular rental rate of $15.00 per hour. In order to identify the Tournament venue, MGS is also asking for permission to place a USA Softball tear drop banner at the Arroyo Vista Community Park entrance at Tierra Rejada and Countrywood Road. The placement would be only during the Tournament dates and hours, and exact location must be approved by the Parks and Recreation Director. FISCAL IMPACT The City will collect rental fees for the Tournament as dictated by MGS’ use agreement. Total rental fees collected will be approximately $3,000. In addition, related Moorpark businesses, particularly local restaurants, may benefit from the estimated 35 teams who will be exploring lunch and dinner options each day. In the future, with the opening of Moorpark’s first hotel, additional revenues may be realized through hotel stays and transient occupancy taxes. STAFF RECOMMENDATION: 1. Approve a one-time extension of the maximum number of days allotted for a single tournament from four (4) to seven (7) days for use under MGS’s Agreement for the USA-SC Western National Championships tournament scheduled for July 22-28, 2019; and 2. Allow MGS, in conjunction with USA-SC, to display a tear drop banner at the Arroyo Vista Community Park entrance during the tournament dates and hours for the purpose of event promotion and location recognition for out of town participants. ATTACHMENT: MGS Tournament Letter 76 February 26, 2019 Dear Moorpark City Council, Moorpark Girls Softball has the opportunity to host the 2019 10U Western National Championship. In order to host this event we are requesting the use of the softball fields from July 22-28 2019. We would also like to to place official USA Softball banners at the park entrance on Tierra Rejada for the week of the tournament.
