MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Deborah Traffenstedt, Assistant City Manager Freddy Carrillo, Associate Planner II DATE: 04/17/2019 Regular Meeting SUBJECT: Consider Census Block Maps to be Submitted to the Census Statewide Database in Preparation for the 2020 Census and as a Follow-up to the District-Based Election Process BACKGROUND At the City Council’s last regular meeting on April 3, 2019, the City Council adopted Ordinance No. 467, which establishes district-based elections for Councilmembers. As was discussed during the public hearing process for the district-based elections adoption process, the drawing of the district maps was complicated by the out-of-date census block maps. There were many comments received from the public and the City Council during the public hearing and community outreach process for the district-based elections that provided suggestions for revisions to census blocks in preparation for the 2020 census and subsequent redistricting to the Council districts established by Ordinance 467. DISCUSSION Attached to this agenda report are eight (8) maps showing suggestions for census block revisions in the city. The first map provides an overview and shows all of the current recommendations for census block revisions on one map. There are seven (7) additional maps that show the proposed census block revisions in greater detail. Staff’s understanding is that the current existing smaller census block areas within the areas shown as proposed for revision would be eliminated if the new blocks are accepted. The larger census areas as proposed would provide for more concise placement of lines during the redistricting process, which is anticipated to occur in 2021, following the 2020 census. It should be noted that the new area No. 10 (shown on the 4th map that is attached to this report) has been added for the purpose of acting as a census block division, and to facilitate correction of some of the existing census block boundaries (in essence, census block revision No. 10 depicted on the 4th map creates a natural boundary using the Edison easement in the southern part of the city). Item: 9.B. 2 Honorable City Council 04/17/2019 Regular Meeting Page 2 The intent of scheduling this agenda item is to discuss the attached maps, as well as to solicit any other recommended census block map changes, so that staff can make a comprehensive submittal to the Census Statewide Database Center at University of California, Berkeley (Statewide Database). There is a May 1, 2019 deadline to submit the census block change recommendations, and following tonight’s meeting, all of the recommended census block changes will be submitted to the City’s Geographic Information Systems (GIS) contractor to create shapefiles that are required for submittal to the Statewide Database. Our intent is to submit the completed shapefiles before April 26, 2019. It is unknown if the Statewide Database will accept all of the proposed amendments. We have requested advance review of the attached maps, and will consider any changes recommended by the Statewide Database staff before submitting the City’s final GIS shapefiles showing requested map changes. Our communications with the Statewide Database staff indicate that they are willing to review and consider any proposed amendments to census blocks submitted prior to their deadline, and no definitive direction has been provided to staff on the parameters required for drawing census blocks. FISCAL IMPACT There is no fiscal impact. The contracted GIS work has already been funded.
