SUBJECT: Consider Appointment of Resident Commissioner to the Area Housing
Authority (AHA) of the County of Ventura’s Board of Commissioners
BACKGROUND
The Ventura County AHA Board of Commissioners includes a Resident Commissioner,
who is a public housing resident or Section 8 program participant living in an AHA owned
unit.
As summarized in the attachment, the AHA conducted a recruitment for a period of 30
days for a Resident Commissioner to serve a two-year term beginning June 1, 2019
through May 31, 2021. After a review of the applications received from interested
candidates, three applicants were determined to be qualifying, and following the
subsequent interviews, the AHA has recommended Angela Bradley as the new Resident
Commissioner to serve on the AHA’s Board of Commissioners.
The attached letter requests that the member jurisdictions of the AHA of Ventura County
ratify and confirm Angela Bradley as the new Resident Commissioner of the AHA Board of
Commissioners effective June 1, 2019 through May 31, 2021.
STAFF RECOMMENDATION
Direct the City Clerk to send a letter to the AHA Board of Commissioners ratifying the City
Council’s action to confirm the appointment of Angela Bradley as a Resident

RE: REQUEST TO RATIFY APPOINTMENT OF RESIDENT COMMISSIONER TO THE AREA
HOUSING AUTHORITY OF THE COUNTY OF VENUTRA'S (AHA's) BOARD OF COMMISSIONERS
Dear Mr. Brown,
In accordance with State law and the U.S. Housing Act, one member of AHA's Board of Commissioners is
appointed to represent housing authority residents as a Resident Commissioner. The Resident Commissioner
must be a resident of a Public Housing development or a Section 8 tenant-based voucher participant residing
in an AHA unit. The appointment must be ratified by the AHA' s jurisdictions.
The current Resident Commissioner position is vacant. Following an open nomination period, review of
applications from interested candidates and subsequent interviews, the selected resident is Ms. Angela Bradley,
a public housing resident. The term of the new Resident Commissioner will begin June 1, 2019 for two (2)
years.
On March 27, 2019, the Board of Commissioners directed that all jurisdictions were to be notified of the
selection of Ms. Angela Bradley as Resident Commissioner and to request ratification. The AHA respectfully
requests that the City of Moorpark confirm or deny the appointment and forward a copy of the official
documentation as evidence of your decision. Please provide a copy of the City's official document by May 23,
2019.

RE: RESIDENT COMMISSIONER RECOMMENDATION
Dear Board of Commissioners,
The Area Housing Authority of the County of Ventura (AHA) has been in the process of recruiting a new
resident for the vacant Resident Commissioner position.
The U.S. Department of Housing and Urban Development (HUD) requires each public housing authority to
have a resident commissioner that is a public housing resident or recipient of housing assistance in the
tenant-based Section 8 program. The California Health and Safety Code requires the resident commissioner
to be a tenant of the AHA. To meet both requirements, the resident commissioner of the AHA must be
public housing resident or a Section 8 participant living in an AHA Owned unit.
The AHA solicited nominations from all qualified residents for a period of thirty (30) days. Six (6)
nominations were received and an application was provided to all nominees to verify their eligibility for the
position. The application also afforded each nominee an opportunity to express their interest in the position
and why they should be considered to serve on the AHA's Board of Commissioners. A total of five (5)
applications were received; two (2) were not eligible as they were not public housing residents or Section 8
participants.
On February 26, 2019, the three (3) qualified candidates were interviewed. Based on her qualifications and
responses to the interview questions, Ms. Angela Bradley is recommended for ratification by the
jurisdictions as the new Resident Commissioner of the Area Housing Authority of the County of Ventura
