All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for
public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda
packet for all City Council meetings is available on the City's website at www.moorparkca.gov.
Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public
Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or
Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the
Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public
Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each
Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or
beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment
and Presentation/Action/Discussion item speaker.A limitation of three to five minutes shall be imposed upon each Public Hearing
item speaker. Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and

Recommendation: Approve the warrant register.
B. Consider Minutes of Regular City Council/Successor Agency Meeting of
March 6, 2019. Staff Recommendation: Approve the minutes.
C. Consider Appointment of Resident Commissioner to the Area Housing
Authority (AHA) of the County of Ventura's Board of Commissioners.
Staff Recommendation: Direct the City Clerk to send a letter to the AHA
Board of Commissioners ratifying the City Council's action to confirm the
appointment of Angela Bradley as a Resident Commissioner effective
June 1, 2019 through May 31, 2021. (Staff: Deborah Traffenstedt)
D. Consider Resolution Approving the Preliminary Assessment Engineer's
Report for the Landscaping and Lighting Maintenance Assessment
Districts for the Fiscal Year 2019/2020 and Providing Notice of Public
Hearing on June 5, 2019. Staff Recommendation: 1) Set the Public
Hearing date for June 5, 2019; and 2) Adopt Resolution No. 2019- .

E. Consider Resolution Approving the Preliminary Assessment Engineer's
Report for the Parks and Recreation Maintenance and Improvement
Assessment District for Fiscal Year 2019/2020 and Providing Notice of
Public Hearing on June 5, 2019. Staff Recommendation: 1) Set the Public
Hearing date for June 5, 2019; and 2) Adopt Resolution No. 2019- .

F. Consider Amendment No. 1 with Charles Von Rueden dba ServiceMaster
Professional Building Maintenance Services Increasing the not-to-exceed
amount to cover minimum wage increase and authorize additional
cleaning services. Staff Recommendation: Approve Amendment No. 1
with Charles Von Rueden dba ServiceMaster Professional Building
Maintenance, and authorize the City Manager to sign the Amendment,
subject to final language approval of the City Manager. (Staff: Jeremy

G. Consider Request from the American Legion Moorpark Post 502 to Waive
Park Rental Fees for Use of Poindexter Park for Armed Forces Day
Celebration. Staff Recommendation: Waive rental fees for use of the
picnic pavilion at Poindexter Park for the Armed Forces Day Celebration
on Saturday, May 18, 2019. (Staff: Jeremy Laurentowski)
H. Consider Rejection of Claims from Alexis Paniaqua, Angel
Paniagua, Irene Paniagua, Jose Paniagua, and Karen Paniagua.
Staff Recommendation: Reject the claims including amended claims
and direct staff to send a standard rejection letter to each of the claimants.

A. Consider Ordinance No. 472 Regarding Small Wireless Facilities,
Amending Title 15 of the Moorpark Municipal Code Regarding the Same,
and Approving California Environmental Quality Act Exemptions in
Connection Therewith. Staff Recommendation: Waive full reading,
declare Ordinance No. 472 read for the second time, and adopted as
read. ROLL CALL VOTE REQUIRED
