MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION Moorpark, California April 10, 2019 A Special Joint Meeting of the Moorpark City Council and Moorpark Planning Commission was held on Wednesday, April 10, 2019, at 7:30 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council meeting to order at 7:42 p.m. Chair Aquino called the Planning Commission meeting to order at 7:42 p.m. 2. PLEDGE OF ALLEGIANCE: Chair Aquino led the Pledge of Allegiance. 3. ROLL CALL: Planning Commissioners: Commissioners Di Cecco, Hamous, Haverstock, Landis and Chair Aquino. City Council: Councilmembers Enegren, Pollock, Simons, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Deborah Traffenstedt, Assistant City Manager/City Clerk; Jeremy Laurentowski, Parks and Recreation Director; Sean Corrigan, City Engineer/Public Works Director; Police Chief Victor Fazio, Sheriff's Department; and Blanca Garza, Deputy City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Review of Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2017/2018 and 2018/2019. Staff Recommendation: Direct staff as deemed appropriate. Mr. Brown gave a brief oral report. There were no speakers. Item: 10.B. 694 Minutes of the City Council and Planning Commission Moorpark, California Page 2 April 10, 2019 The City Council and Planning Commission discussed: 1) Reorganization and readjustment of the Goals and Objectives at the time of the last update in 2017; 2) Need for a comprehensive General Plan update; 3) Need to provide more housing, including affordable and work force housing; 4) Opportunity for mixed use residential and commercial overlay zoning in the Downtown and potentially at other locations in the City; 5) Update on High Street Depot Project on High Street; 6) Need for additional revenue sources, including due to the costs associated with parks maintenance; 7) Future increased use of Community Facility Districts; 8) Update on the Princeton Avenue Improvement Project and 9) Updates on various City street and Caltrans highway projects, and 10) Potential need for traffic calming measures near Moorpark College. On behalf of the City Council, Mayor Parvin thanked the Planning Commission for their service and for all they do for the community. 6.
